bareos-sd reload config

Hi devs,

first of all thanks for that nice piece of software!

I`ve seen there is a lot of progress in development of "bigger" features. Honestly what I really miss in Bareos is the possibility to change config in bareos-sd without restarting the daemon.

Our backup and copy jobs are running nearly 24h a day so restarting the sd kills running jobs. I understand that if I change the config fundamenal than it could break.

But from a operator view it must be possible to remove bad tape drives out of the scheduling. For this I edit the sd config and add "Auto select = no". But that needs a restart...

Any chance to get this added?
