strange mtime determinate behavior

Bareos dir: Version: 17.2.4 (21 Sep 2017)

Bareos-fd: Version: 17.2.4 Windows

Sometimes bareos do backup of unchanged files in increment job. While investigate i find out, that bareos think, that file are modifyed, but it's not:

Example of one of problem files on Windows:

Name           : 135.jpg
Length         : 358805
CreationTime   : 05.07.2018 17:25:58
LastWriteTime  : 05.07.2018 16:25:30
LastAccessTime : 05.07.2018 17:25:58

Bareos estimate output for this file:

-rwxrwxrwx 1 0 0 358805 2020-03-18 10:57:21 ****/135.jpg

Where are from this differense? how bareos-fd get mtime?
