Virtual Full Backup ties up client

I'm doing a Virtual Full Backup and finding that it is effecting "max client jobs" despite not actually talking to the client. This seems odd as all of the work is being done on the bareos director system to move data between the different storage pools. Is there a way to change this behavior? I'd like to have multiple Virtual Full Backups executing at the same time as the director system can handle the load. However not allow multiple backups at the same time against the client as the client isn't that powerful.

I think you have to edit this setting in the director:

It does not matter the kind of job it is doing (Backup/VirtualBackup/Restore), if the director is busy with an operation it is considered as working with the client.

I've already done that for the director and it works great for the jobs that run on the director directly such as the director backup and vmware plugin backups. However Virtual Full Backups are using the directive on the original client.
