Waiting on max. Storage Jobs

Hello,

i'm a little bit confused about this message in bareos (version
17.2.7). At the first Weekend of every Month a lot of archive Jobs
starting to storage1 (Tape Library). All of them are starting with
default pririty at the same time. The complete Archive Jobs take a
while (~ 5 days).

The same clients have a full job sheduling on every weekend and daily
incrementel backups to a different storage (also a Tape Library).

All storages uses one huge scratch spool Directory. I expect that 6
Jobs are running concurrently (3 jobs on each storage resource) but
only 3 are running on only one storage resource.

Settings:

bareos-sd:
Maximum Concurrent Jobs = 20

bareos-dir:
Maximum Concurrent Jobs = 6

storage/storage1 and storage2, each of them
Maximum Concurrent Jobs = 3
