Talks - where to apply or signup

I was wondering. If someone would like to offer a talk in BarCamp, how
do they go about that?

Someone please correct me if I'm wrong, but the way it has worked before, is that there is a big white board the day of the event, where you simply find a blank slot and add your name. So scheduling of talks is done the day of the event.
