Dear Mukerjee
I do not think that no benefit can be given without consulting unions.Even for taking an existing benefit Banks need not have to consult unions but ofcourse the later have valid objections for denying a benefit.I do not believe in the capacity of unions to force IBA to agree to their demands. It is all gimmicks otherwise how will u explain the paltry increase by IBA during the start of the negotiations and afford to carry on the negotiations for three long years. It is to advertise to the world that IBA is a villain and only unions by their negotiatong skills made Iba to agree for a better percentage

That was my point also that it is not and cannot be mandatory for consulting the unions for every matters and my view is that UFBU or AIBEA cannot prohibit the Govt./F.M. approving retirees updation and my objection is how the unions can say pension updation is a bilateral matter and Govt.cannot approve updation without consent from the unions? These union leaders at one time stated that retirees updation is not the matter for the unions and dropped updation from their agenda of XIth BPS and finalised and signed the XIth BPS without updation or settling any retirees issues. Now when the retirees could made a significant progress on updation on their own influence without any help or initiative from the unions these notorious union leaders have jumped upon to thwart updation and other long pending issues of the retirees. All the retirees must Unitedly fight this onslaught of the UFBU/AIBEA against the retirees updation and other pending issues.

There is no need to involve unions for extending benefits.  Classic example is granting ad-hoc  lump sum to employees before conclusion of 11th BPS.  In fact there were murmurs in UFBU quarters as this was extended without their demanding the same. So if the IBA and Banks want to extend any benefits they can do so without involving UFBU.  Only worry is that the latter should not protest and call for agitations!

This Government is very strong. This Government can throw away any agitation of UFBU. Latest example is merger of Banks, where UFBU tried to protest. Ignoring displeasure of UFBU, the Government implemented the decision of merger and the merger took place smoothly, without any protest from Staff of merged Banks.
