Dear friends,

PLIGHT OF THE BANK RETIREES.....  WE ARE DRIVEN TO THE WALL:



IBA/UFBU and its constituents have their own agendas of mutual interest which are far more important than the wage revision. 

Their concentration , as it appears to me ,is only to work out , as to how best  to undo/delay the process of restructuring the rest 

of the banks?.. which is certain to figure as one of the main items of the management's agenda during the ensuing wage revision 

exercise... They are not  so much bothered about wage revision .... and much in particular the burning problems of the retirees ,

as has already been documented clearly in their "Magna Carta" viz. Record Note .


In this process, they are scratching each other’s back to fool all of us. For instance to quote a few-


 - By mere administrative orders, IBA has been , on several instances over ruled by passed the provisions/clauses of the settlements made under  ID act 

   depriving a section of the retirees of their legitimate claims. Obviously, with the “tacit approval” of the UFBU, that goes without saying


-  Transparency in the management of pension accounts:  


      *   Are bank managements crediting their matching contributions towards

          the Pension corpus on monthly basis as is being done for  the serving

          employees...?while disbursing their monthly salaries? –       

     *  Whether the loss of interest to the Pension Funds for retirees due to

         the amortisation of Pension cost of banks over 5 years in the IXth BPS, is

         made good ? else, Is it not an act of --misappropriation at the corporate

         level ? -- though it has the stamp of ratification by RBI ??...Supposing,

         If the same were to be indulged by any erring  employee for his/her

         misconduct in a stray /isolated instance, he/she would have been sacked

         from service mercilessly as per the service conditions ! - Even for a paltry

         amount of involvement ! That being the case , Can the representatives of

         the unions on the respective pension trust boards  plead for their

        “estoppels”  from being guilty on the above logic?


We are forced to necessarily bank upon the time-consuming legal recourse which needs to be expedited simultaneously 

together with other organisational efforts like dharnas, CLC meetings, etc.   In this regard, the pains-taking efforts of the 

leadership of AIBRF are indeed Laudable.   In this process,  I can just imagine their plight in encountering a few instances 

of humiliating /frustrating experiences – be it with IBA or UFBU -- just for the sake of the lamenting lot of the fraternity of  

bank pensioners.

                                                                                       



If you try to look at the past, Only the PCR Recommendations brought a sea change in the service conditions of the Bank Officers. 

This is besides many other committees constituted by the Governments in the past resulted to bring improvisations in the 

service conditions of the bank employees at large  in the form of various “awards “ over a period of time. Let us not, therefore, 

lose sight of these historical facts. 


IN THE BACKDROP OF THE ABOVE SCENARIO........Under the given circumstances, time has come for us- we the retirees, to 

urge the Government to set up a---


"Banking Pay Commission" - the only ultimate recourse, for all of us- as we do will have, a "statutory body of authenticity" to whom 

we can represent for the redress of our legitimate grievances directly through our organisation/s with dignity and decorum.

Thus we can as well eliminate the “proxies” to further "beg" on our behalf, inasmuch as, "collective begging" has replaced the 

"collective bargaining" at the Industry level long ago. 

I do not feel shy to say so......Let us, therefore, try to think down to earth! 

With fervent appeal to one and all to raise to the situation and act......
WE ARE DRIVEN TO THE WALL... NO OTHER RECOURSE BUTO TO BOUNCE BACK WITH REVERBERATION.......

Dear Sri Murthy Gary, 
Good Morning, 
Your letter/appeal is is full of facts and motivating. It needs to be taken seriously by one and all to achieve the injustice done to Pre 2002 retirees in the form of DA neutralisation and to all retirees from 1986 till now in the form Non implementation of Pension Updating. 
We all made so many Gandhian approaches but nothing has yielded any result. 
We resorted to legal battle for 5 yrs Service, DA Neutralisation, Pension to CRS. We failed in some cases and succeeded in some cases. 
Even where we succeeded also in the legal battle the Bank Managements are not implementing.
Even Govt Instructions on Allocation of welfare funds to retirees, not obeyed by Bank Managements.
Who is behind all these negative results to Bank Retirees and Employees or who is responsible for all these mess?
The Dead line for Wage negotiation is approaching fast. 
It is clear the Managements are in clear control of DFS in turn MOF and finally under full control of GOI. 
With 5 lakhs Retirees and 10 Lakhs Serving Employees, Govt will not care if we and our Leaders are against the Govt.
The slow poison injected in to Bank Industry by the Beauracrats in the form of Pillai Committee Recommendations in 1973,has brought us all now to this stage. 
Looking at the present scenario of Govt strength, it is desirable for us to change the Leader Ship of Bank Employees and Retirees, Who are affiliates of the Govt 's Opposition Political Wings and as well against the Govt and it's policies. 
The Present Govt who are our Masters may be expecting us to fall in line first and approach them later for the due benefits to roll down to us in the form of Banking Pay Commission including the Retirees as in the case of Central and State Govts in the form of Pay Commissions. 
If we miss the bus in 2017 before the Next BPS to make it a BPC(Banking Pay Commission), and if we fail to convince our serving and retiree community, we can forget once for all the DA Neutralization, Pension Updation, Pension to Left Over, Medical Benefits, LTC, Welfare Funds etc. 
It is right time for all of us to think about reality,change our approach, fall in line with Govt, through away the culprits and root causes, approach the right people who are/can control the DFS/MOF/BANK MANAGEMENTS.
As early as we all adopt all possibilities to succeed in our approach, it will be good  for the aged/ageing retiree community.
Instead of some body to bell the cat, let all join together to bell the cat by spreading the message to our retiree and serving banking fraternity to have BANKING PAY COMMISSION before the next BIPARTITE and replace the XI BPS with FIRST BANKING PAY COMMISSION.

In fact, all the retirees organisations are sincerely trying their best but their is no way out to force the Govt. and IBA to consider the demands of retirees. Both Serving and retirees organisations may think over your suggestion for Banking Pay Commission. It will probably be beneficial for both the serving employees and retirees. .... Sir ,.                                                                    It appears that you have missed out the very core aspect of bank retirees--PERIODICAL PENSION UPDATION in your petition to the PM . Please highlight this as well in the larger interest of retirees . Pension updation is the only penacia to all our problems of disparity , inequity , exploitation , injustice etc . I earnestly hope you will do the needful .

Unions are slowly becoming irrelevant in present developments in Banking Industry. In spite of opposition from Unions Merger of Associate Banks will happen from 01.04.2017. Now Unions are opposing VRS in Associate Banks. Very conditions of their demand is indicative of their fight for survival rather than protecting interests of employees. SBI said nearly 26000 employees are retiring in near future. In addition to this VRS has been announced. It is very clear that AIBEA which is majority in Associate Banks will loose large number of members. Now it is demanding that VRS should be applicable to SBI employees also so that other Union which is majority in SBI also loose some employees.
History is repeating. When VRS was unilaterally announced by Banks in 2000 unions went on opposing it instead of negotiating better VRS conditions. Finally Unions could not prevent VRS but VRS optees had to go to courts to get benefits as promised in VRS scheme. Now they are opposing VRS in associate banks eventually they fail and management will impose their own conditions.
Now Govt has asked certain banks to curtail benefits to Staff as a pre condition to provide Capital to these banks. Unions must accept this or prepare for privatization.
In addition to this after PNB now state bank is thinking of introducing variable pay structure. As Unions did not act early when DFS instructed banks to initiate wage negotiations they are going to loose some banks out of BPS.
In all above cases Unions failed to make any impact. their own survival at stake. How can they come to rescue of retirees?

If serving bank enployees could not be protected as a single union in the industry, how are they going to safeguard retirees' intetests? Why political unions stand behind their own outfits in the banks and create the impression that the unions are independant? Retirees unions follow the same principles and are spli nter groups and everybody starts their own routes to get pension updation etc. Writing to Prime Minister​ is an example.  Officers and employees retireed shd have only one​ union a d it shd be strong enough to get legitimate benefits from banks. There is no use of individual court cases and connected delays. Public want everything free of cost. Why shd they object bank cost for atm withdrawals etc. How can banks make income. All lending rates  have come down drastically within the last 8 years. There is no public support for serving and retired  employees. Thanks for nicely placed views except abusing UFBU and praising AIBRF. In fact, all the retirees organisations are sincerely trying their best but their is no way out to force the Govt. and IBA to consider the demands of retirees. Both Serving and retirees organisations may think over your suggestion for Banking Pay Commission. It will probably be beneficial for both the serving employees and retirees. .... During last 10 years or so Banks have been looted by nexus of Politicians, Corporates and Corrupt top bank officials. Almost 70% of NPAs are due to these unholy gang of thieves. Politicians wants funds from Corporates for elections and in turn they are offered loans and finally end up as NPAs and restructured at will of polticians.
Corporate lobby is very powerful and even BJP is hesitant to taking tough measures. We have not seen any concrete measure by Arun jaitley since last two years to recover huge NPAs. Any tough measure is resisted by lobby that investment atmosphere is bad.
However govt is forcing Banks to reduce NPAS without providing them any support legally. Banks are aware that they cannot recover money from corporates easily. So now they are finding alternative means of raising revenue.
1. If you withdraw money from ATMs more than 3 times you are charged.
2. If you withdraw cash from Bank counters you are charged.
3. If you deposit cash you are charged.
4. if you purchase DD you are charged.
Recently one of my relative since his net connection had some problem he could not transfer funds from his account to Credit card. So he went to the bank and paid cash directly to Card. But within few minutes he received message that Rs.250 has been debited for cash deposit charge.
For Poor and middle class people who earns salary less than Rs.15000-20000 PM why should they deposit amount in Bank and loose money for withdrawing the same? Other alternative is they should withdraw amount in one lumpsum if salary is credited to Bank? In what way Banking is useful to them?
They are also unable to keep Rs.5000 as Minimum deposit. So good part of existing customers may go out of Banking hold. Are Banks purposefully doing this to keep elite customers only?
Next Banks increase their revenue by reducing staff salaries and Perks. After that Pension may be reduced.

On 1st Feb 2017 Supreme Court passed Judgment in our Civil Appeal Case
8420-21/2013. It was a two line order confirming Madras HC Order. Though 50 days passed judgment copy is not available. We do not reasons why Hon.Judge passed such order. A copy of order would have been useful for respondents of appeal against Calcutta HC order.
