Mr.Basu I agree with you that we should not use undesirable language against Union leaders. But I am afraid I have to disagree with you when you say
"those who are trying to achieve our desires".
We do not have any iota of evidence of Unions trying to achieve Updation or 100% DA. Union leaders have the right to negotiate retirees' issues. We cannot say Updation talks have failed because there are no discussions on Updation at all.
In wage negotiations IBA comes out with establishment expenses details and estimated cost after revision. But in case of Updation our leaders are reporting" we raised the issue and IBA said the cost to be studied". Why Unions are not insisting IBA to submit the cost of Updation in the next meeting so that discussions take place. In updation case the court said without first taking up the case with management petitioners are not right in approaching courts. If IBA submits cost details and UFBU and IBA discuss issue and talks fail then Pensioners will approach the judiciary. Hiding cost details is not befitting for militant unions.
No Govt irrespective of the party will shower benefits without strong and consistent demand by Unions.Law is the same for both RBI employees and Pensioners and UFBU. By acting within the scope of law RBI pensioners and employees jointly launched consistent struggle for 9 years and achieved updation. But we find UFBU struggle is only in circulars.It s disgusting to note that a recognized Trade Union organization claiming we have written three letters to IBA and they are not responding. As a Trade Union UFBU can approach the Finance Minister in person and discuss issue. UFBU can call for a one or two days strike exclusively for updation. UFBU has many options instead of crying that IBA has not responded. UFBU should boycott IBA
and demand an alternative negotiating team by Banks.
At last if UFBU is not interested in retirees issues it should submit to IBA/Banks to that UFBU will not negotiate retirees issues so that Banks/DFS can appoint a committee to negotiate retirees issues. Keeping right to negotiate retirees issue and in every BPS surrender benefits provided in EPR 1995 to IBA inlieu of cerian benefits to employees is unfair.
