The assumption that the regulation 35/1 permits for pension updation only for specific group of Pensioners and don't extend to the rest of Pensioners is itself a blatant voiletion of the constitutional fundamental rights of equity and equality of law and against the principles of Natural justice and fair play and against the existence ofaa article 14 and16 and 21.
The 2003 ammendment the pension shall be updated wherever applicable asserts that the pension has to be updated in every bipartite settlement wherever wage revision 
takes place.
This is the crux of the Sri Singla ji Case.
We the Pensioners are confident that there is clear voiletion of the constitutional rights vested with article 14 and16 and 21.The Supreme court bench will reverse the high court verdicts and the deffendents ple shall be dismissed and the petitioners prayer for justice shall be upheld.
Let us wait for the final verdict which is going to be in our favour
No more assumption and presumption beyond the constitutional rights of Pensioners.

I am reproducing a letter from DFS to IBA shared by Sri Raman, in which DFS specifically admitted that BEPR1995 is broadly based on Central pension scheme.
It is also to be noted that the Banks’ (Employees) Pension
Regulations, 1995 governing pension related matters of bank employees
are broadly based on the Central Civil Service (Pension) Rules. The
8th Central Pay Commission will accordingly take care of a decision on
the period for restoration of commutation.
