DA anomaly

 The retirees memory is short. Same time they get agitated because they were so during their prime time because of which the pension benefit was achieved. Now the agitation is for DA anomaly. What is the description of this anomaly?. My understanding is as follows.

a) Every time the basic pay is revised by adding certain portion of DA, new DA is coming in to force with cut off date   and corresponding base for consumer price index.
b) To put simply if retirees basic pay is 100, he will draw pension on 50 and 34 after commutation. He retired on 1-1-2001. The DA calculation should be based on CPI index as on that date and present index and increase in slabs a presently it is not envisaged to revise basic pension.
c) such being the case, how the caps have come in to being and retirees DA calculation is based on Basic pay buckets.
c) Are similar buckets existing for serving employees?
d) How DA calculation be different to retirees?

I shall be grateful if any one clarifies.

There are people among us who do not agree this is an anomaly, but resulted out of settlement between IBA and unions. That is the reason, unions are hesitant to demand 100%da. They cannot demand but only request.

Dear Srinivasa Rao,
All the pensioners retired on or after 01/11/2002 get 100 percent DA neutralisation on their entire Basic pension.But those retired before 01/11/2002 get 100 percent DA neutralisation upto BP of 3500 only and  less than 100 percent Da neutralisation on BP above that.Consequently the pensioners are losing DA from Rs 1000 to 10000 per month depending on their Basic pension.This is the discrimination and anomaly.This is an unfair discrimination under art 14 of the constitution and against Supreme courtJudgement in Nakara case also.All our repepeated representations to IBA were ignored with utter contempt.That is why we are forced to approach Supreme Court.
