Kind Personal Attention Sri Atul K, Goel.                                                                   11.4.2022.

To,
The Chairman,
Indian Banks Association,
Mumbai.

Dear Sir,
RE : IBA's negotiation with the United Forum of Banks Unions on residual
issues of the 11th Bipartite settlement vis a vis your statement at the Mewar
Chamber of Commerce,Rajasthan during your felicitation programme in
                         November,2021.
                         -------------------------------------------------------------------------------------------------

We are happy to learn that the Indian Banks Association has invited
the constituents of United Forum of Banks Unions (UFBU) for discussion on the residual issues of the11th Bipartite wage agreemment, on 13th April,2022.
While it is needless to mention that the Bank retirees Updation of Pension
was a major residual issue of the 11th BPS wage agreement that need to be finalised without further delay considering a large number of retirees have reached at the fag end of their lives we also take this opportunity in requesting you to please recollect your statement at your felicitation programme at the Mewar Chamber of Commerce, Rajasthan in November,2021 when at the sideline of the programme you had replied to the outgoing G.S. of State Bank of Bikaner & Jaipur's quiry stating that the "Bank retirees Updation of pension is a burning issue at present and I expect the issue to be settled by March,2022".
Though March,2022 has already passed and the IBA authorities are yet to settle the Bank retirees long pending updation issue though the Bank retirees particularly the pre 2002 retirees are almost in Starving stage in today's Skyrocketed retail market inflation.

In this context we also came to know from authentic sources that
Mr.Mallikarjun Rao, Ex IBA Special committee chairman on updation of pension had recommended for payment of 100% D.A. neutralisation to the pre Nov.2002 retirees w.e.f.January,2022 but IBA officials did not implement the same for mischievous reason as the IBA had done earlier by deliberately instructing the United Bank of India Counsel to mislead and misinform with false, fabricated and untrue statement of inflationery implication on the package of the working employees 7th BPS agreement dt.02.6.2005 in the Madras High Court and even in the Supreme Court in 2018 if payment of 100% D.A. neutralisation benefit would have granted to the pre Nov.2002 retirees and thus the IBA officials committed a Heinous crime in pursuing the discriminatory policy of depriving the benefit of payment of Full neutralisation of D.A.to the pre Nov.2002 retirees who still remain deprived from this benefit since May,2005 and faced cumulative financial loss of several lacs of rupees since May,2005.
Beside above many other discriminatory policies are also being pursued by the IBA against the helpless retirees which need to to be resolved without delay and strongly urge the IBA to finalise the following three major pending issues of the retirees at the earliest.
                1. UPDATION OF PENSION IN LINE WITH R.B.I.POLICY w.e.f. March,2019.

                 2. PAYMENT OF 100% NEUTRALISATION OF D.A. TO THE PRE NOV.2002
RETIREES WHICH IS HITHERTO PAID TO ALL SECTION OF
EMPLOYEES & PENSIONERS INCLUDING THE GOVT. EMPLOYEES &
                    GOVT.PENSIONERS w.e.f. MAY,2005 AS PER GOVT. INSTRUCTION.

                 3. PAYMENT OF RETIREES MED. INS. PREMIUMS BY THE BANKS UNDER IBA
GROUP MEDICAL INSURANCE SCHEME AS PAID FOR THE WORKING
EMPLOYEES INCLUDING FOR THE TOP EXECUTIVES OF THE BANKS.

We expect the IBA to come out with Humanitarian approach towards the helpless Bank retirees shedding its long pursued discrinatory policies.

                         Thanking you.

D.Mukherjee,
        &
M.N.Venkataraman.
  Joint Convenors.
