                                 As per P.K.Malhotra,General Secretary of All India PNB retirees Association:-

   "Second Option for Pension to those who applied but could not deposit required amount of 100/156% within time, got resolved. It was a long pending MRM issue of All India Punjab National Bank Officers Association , the  parent organisation of AIPNBRA. 146 cases of Pension/ Family Pension approved now . It will give relief to 146 distressed families. Amount is to be deposited within 60 days. Detailed circular follows.
 We felicitate Sh.DilipSaha, Gen.Sec., AIPNBOA for the achievement and thank PNB management for favourably considering his consistent follow up of the issue. "

Congratulations to the retirees who were denied Pension so vital for survival during old age. 


Well done PNB Retirees Association for relentless efforts to achieve this.


A word of appreciation for the PNB Management for exercising its discretion and giving a positive and humanitarian decision at its level. 


Imagine if the matter was referred to the Great White Elephant  IBA.........Cost exercise ...financial burden.....searching for the mandate.... till the poor retirees become Swargvaasi..

I hope now the PNB union will come forward to get the issue of 100% DA neutrilisation to pre nov 2002 PNB retirees and revision of family pension to 30% for all and updation of pension to all retirees. Hope for the best from the PNB management and PNB union.

Kindly note my suggestion to the ninistry was to instruct all the banks, to consider granting pension, to those, who  missed earlier, by taking fresh application, looking for information from other banks too. - KLRao

I suggested  Finance Secretary  , to reconsider granting of Pension to such of those who missed , by inviting fresh applications , or informing them , as they have contact details in their record. One retiree approached me, telling, he could not pay the amount within the time limit, as his mother expired,  there are some other cases . Dear Shri Malhotra:

Many of your fellow brothers and sisters, from different banks are yet to receive justice.  The following would need to be looked into for solution :-

1) There are many resignees right from 1.1.1986, with the qualifying completed service period, still denied pension.

2) In December, 2013, 22 Vijaya Bank resignees got verdict from the Supreme Court against the Vijaya Bank directing that Bank's management to pay pension.
Yet, IBA do not recognise this as a complete and valid judgement, to apply to all the other banks, and as a result, resignees are left in the lurch.

3) A pre-1995 resignee from Andhra Bank, Shri Venkateswara Rao got a favourable judgement from the Andhra Bank High Court for payment of pension, but this
is challenged in the Supreme Court by that Bank, and the pension is still unpaid.

4)  Now recently, Supreme Court has directed the concerned bank to pay pension to the CRS employee with the qualifying period of service.

5)  IBA and the banks, have made it a general practice, to file review petititions and WAs before the Apex Court (Supreme Court) against all the favourable
High Court judgements for payment of pension, notably in Kerala, Karnataka and Andhra.

6)  Banks framed OSR - rules: 19 and 19(1) and others after the Pension Regulations, 1995, creating deliberately divisions between VRS and Resignees,
particularly, with regard to pre-1995   and  post-1995  bankers.

7)  There is another case before the Allahabad High Court, pending to be listed, against IBA and GOI (DOFS) filed by one Shri Som Srivastava on behalf of all
the resignees.  Yet to see the light of the day.

8)  A Special Bench has been constituted in the Supreme Court to hear and dispose of all the pension cases of the Resignees.

9)  Article:141 of the Indian Constitution states that no person can be denied pension who has completed the qualifying period of service in institutions where
pensions are paid.

10) Almost three months have passed, since your post, and I am writing this to you.  

Can all the left-over people, pre  as well as  1995  resignees hope to get justice and see pension in their lifetime.  Most of the fellow bankers are around 65 years of age.
Hope before the Dussera  OR  Diwali of 2016 this happens.  Please post me with the developments.

Dear friends.
                    The retirees of Punjab National Bank who failed to deposit bank's share of PF earlier and have deposited the same now have received the pension. This is confirmed by one of the retirees Mr. Nand Kishore Arora.
                    Here I would like to add that there are number of favourable judgments from various high courts and Supreme Court of India but the question is implementation of the same. IBA/ Bank managements are trying to delay the issue by taking the help of judiciary by filing appeals and reviews. It is not possible for every retiree to knock at the door of high court/supreme court especially at this stage of life when almost every retiree is a senior citizen. The retiree association should come forward and file the case on the basis of these judgments for the early resolution of the issue of pension to left over categories. But like IBA and Bank Management our leaders are also silent on this issue.The issues related to majority are their priority. By writing this I do not mean that the leaders should not take up those issues but my request to the leaders is that  they should also take up the left over issue simultaneously. There is no communication from any retiree association on this issue. The General Secretary of working union of All India Punjab National Bank Association,Mr.Dilip Saha has written to the CMD of Punjab National Bank on the issue of pension to CRS category on the basis of court judgments.We are thankful to Mr.Saha for his concern and the efforts put in by him and we expect such efforts from retiree organization also. The letter written by Mr. Saha is attached for the information of retirees.

Sir, I opted for pension under 2nd. option when the scheme arrived in 2010, but my case has been decided now after legal battle, and bank has considered me for pension. But they are asking me to refund bank's PF paid to me at the time of my retirement in 1999, plus 56% plus interest from date of circular on second pension in 2010. What are the guidelines for paying interest on this amount of Ban's PF plus 56%. Bank paid me as its own contribution of 1.75 lacs, 56 % on this is about 98,000/- nad interest on both these amount is asked for as 1.90 lacs.
