PM launches Digital Based life certificate for Pensioners 
Huge Relief to Senior Citizens who have to produce life certificate each year to continue  receiving  pension

The Prime Minister, Shri Narendra Modi, today launched "Jeevan Pramaan" – an "Aadhar-based Digital Life Certificate" for pensioners, in a move that could eventually
 benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man. 

The proposed digital certification will do away with the requirement of a pensioner having to submit a physical Life Certificate in November each year, in order to ensure continuity of pension being credited into his account. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner`s Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date, time, and biometric information will be uploaded to a central database on real-time basis, ultimately enabling the Pension Disbursing Agency to access a Digital Life Certificate. This will conclusively establish that the pensioner was alive at the time of authentication. 

The earlier requirement entailed that a pensioner either personally presents himself before the Pension Disbursing Agency, or submits a Life Certificate issued by authorities specified by the Central Pension Accounting Office (CPAO). 

At present, 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. The Aadhar-Based Digital Life Certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year. 

The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pensioners residing in remote and inaccessible areas.

Another  laudable move from Shri Modiji!While in bank's service( see even now) we have seen many aged persons coming to bank premises for submission of LC with great difficulty.With this move, these perons could very well do it from home with the help of their children/grand children or go to the  neareby internet café AT ANY TIME and do it.The senior citizen retirees should offer great salutes to the new NDA regime with an ordinary person with GREAT VISION at the helm of affairs!TKU PMJI for breaking this valuable information to us!

This govt is unable to take major decisions like wage revision, Pension demands of Bank employees and pushing them to strike.  But resorting to this small gimmicks to make Aadhar compulsory.

                          I sincerely feel that if " Aadhar- based Digital-Cerificate" is made compulsory, many of pensioners may face difficulties. In our country two-thirds of elderly males and 90-95 percent elderly females are illiterates and single. A good number of  such population must be enjoying pension. Apart from it, a considerable number of people enjoy pension due to disability. My dearest person in this life, my mother, who lives with me enjoy "Central-Government Family Pension" and is unable to visit "Aadhar Card centre" and every year I get her life-certificate attested by an authorized person and submit ti to her banker-Syndicate Bank. Her banker had always extended help and courtesy. However, I will welcome the introduction of this digital system after observing its effects and affects.

The G.O.I is insisting on Aadhar cards before issuing the cards to the entire eligible population.75% of the population is yet to be covered and the G.O.I should ensure 100% coverage before insisting on the cards for Banking transactions. Banks have identified their customers through the K.Y.C norms, and the Aadhar card is yet another formality to be complied with.Relaxations have been made in respect of Jan Dhan scheme, and it is high time that early arrangements are made for issuing the aadhar cards to the left out population.Certain observations of the Hon Supreme Court of India are relevant in this regard.

I understand it Sir!For every move, there WOULD be a few sufferers.But the country should gradually move to digital era to avoid wastage of time and energy.After implementation, the eventual difficulties should be addressed.

Personally speaking, you should try to obtain Adhar card to your mother.I think you can do it at a centre which functions on the ground floor.We do not know whether the govt may make it mandatory after legislation.Now Adhar scheme has NO legislative support.

 

Please ponder over my view, Sir!

Let us demand the parliament to pass a bill to make all wage revisions mandatory on their agreed due dates, else 35%(@ average inflation p.a. of 7% x 5 years) hike must be imminent.

Let us realise that nothing is new in it. It is part of the very purpose of launching AADHAR CARD long back, to make all things like this, digital. Eventually, Shri Modiji has launched it, being the current prime minister. Any how let us appreciate his efforts to initiate such moves.

I pinpointed not Adhar.As Bashaji puts it, it is only a conntinuation.(When BJP was in opposition,they raised many doubts on Adhar)I lauded only extending the digital benefit to POOR RETIREES.

In India Democracy is of the Politicians,for the Politicians and by the Politicians.There is an understanding between the ruling and opposition leaders to certain extent to help mutually.That is why even the opposition politicians also flourish leave alone the Ruling class.They made the police and vigilance depts as dummies and make hay.This is an eternal process.Just now a few politicians are mildly punished for getting clearly identified for their involvement in various scandals.But their legal heirs may fill up the gap.So they are not really worried.They simply get bail and spend the rest of the life in hospitals or "Ashrams" (Resorts) in the name of health reasons.This is with all due respects to the microscopic minority of politicians who are honest inspite of alround  corruption in the system.
