Dear  Shri Mohanji

IBA/ UFBU  has no courtesy at all to provide existing  DR  @ 100 % neutralization available from Oct 2023 to Pre Nov  2002 retirees for EX Gratia . This is their rightful claim  and why they should  not get the same  NOW IMMEDIATELY while paying arrears , when it has not been made Notionally applicable from Oct 2022. What a CRUEL JOKE ,  OF DENYING EXISTING RIGHT.

Illustration chart as well as Calculator provided by AIBEA is available under this blog.

Pertaining to pre 2002 pensioners the above calculator shows 100% DR notionally as on Oct 22 for arriving Ex gratia.

Clarification/correction in this aspect is yet to come.

As per guide lines BP+DR as on Oct '22 need to be taken to arrive Ex gratia.All charts go in tune with that.But pre 2002,pensioners anticipate Notional application of 100% DR as a good gesture which may give some rise in Ex gratia.

It appears that the pre2002 group of pensioners who were considered INELIGIBLE to get 100% DR for 18 long  years and were also denied any arrears when they finally got the eligibility wef October 2023 are, perhaps, deemed UNFIT to be provided with even a clarification by IBA/UFBU with regard to calculation of ex-gratia. 

In all probability, they will come to know the exact amount of ex-gratia and the quantum of arrears only when these are disbursed. Indeed, very pathetic.

I am a Canara Bank pensioner and I got the SMS message of arrears credit just now. 

It has actually come as a bolt from the blue dashing all hopes and expectations of pre2002 retirees that the ex-gratia amount would be calculated by taking the DR notionally at 100% neutralisation for Oct 2022, considering that, in the event of DR merger and shifting the base to 2016=100, DR for even November 2021 has to be necessarily taken at 100% notionally. 

We were hoping that in the worst scenario, reduced ex-gratia would be only upto September 23 in as much as 100% DR was sanctioned to us with effect from October 23. However, even for the period 10/23 to 2/24 only the reduced ex-gratia has been paid. 

This is nothing short of rubbing salt on the wound. As if the monetary loss of lakhs of rupees suffered by us from Feb 2005 to Sep 2023 due to tapered DR is not enough, this heavy loss in arrears (₹11200 in my case) has been inflicted on us. This is highly disappointing, to say the least. 

We don't know if this loss will continue for the entire period till October 2027 or the anomaly would be set right next month in the first annual review. 

We have no other recourse than to curse our bad luck which continues to haunt us.

Now it is official. Notional 100% DR has not been added to Oct 22 pension to arrive at Exb gratia.

AIBEA has to offer an explanation why it misguided pensioners into believing that notional 100% DR  will be taken into account while arriving ex gratia.

Yes, being chief negotiator of 12th BPS AIBEA has to come forward with their explanation for publishing the calculator in their website reckoning 100% da notionally to arrive at ex-gratia quantum for pre-2002 pensioners.

AIBEA leader has confirmed that for computation of Exgracia from 1st November 22 100% DA will be taken for calculating the Exgracia to be released to pre 2002 retirees and the issue will be resolved at appropriate levels. 

Till such time we have to wait. 

In any settlement some doubts are raised in understanding and interpretation of the settlement while implementing, the negotiating team will 

interfere and  resolve the issue.
