100% DA Neutralisation

Achieving  twin objective of 100% neutralisation and updation in one go seem to be long haul.The worst affected are pre 2002 settlement retirees.Age is against many of them.

As an interim, can not that grave anomoly atleast is removed immediately?

Does it need condescending glance of Unions and Associations?
