performance oriented incentives in the present bi-partite negotiations.

No work No pay is always there. There were instances when some managers asked employees who reported late for duty to apply leave.

However sudden developments now seems to be pre-planned to test reaction of Union and employees and lay foundation for introducing harsh discipline rules. Any manager or regional manager will not dare to introduce such rules without backing of management. This is also seems to prepare grounds for performance based pay. Reaction of Union seems to be mild.

Unions are not sensitive for these types of issues, because they are spineless and selfish to retain their positions safe.

Shri K.K.Nanda's observation on the retirees' protest
rally at New Delhi may have to be accepted as the
turnout was not much when compared to similar ones
by others. As he says, are there not more pensioners
of Banks in those places?

No any leader of any Union either to take pain for retired employees as well as their own comrades. All are in self interest.
