For Information:
It is a fact that in few PSBs Holiday home facilities are provided only to retirees under superannuation!
What is the logic behind such decisions of bank managements are best known to them only! We bank retirees  have a lot of unwanted /illogical segregation even now,( in tune with type of retirement/ DA rates as per  date of retirement etc) and not stopped there, further categories as "Officer Retirees" ,"Clerical Retirees" and "Sub Staff Retirees" are found created under newly introduced Insurance Scheme for retirees!
Now it may be the turn of our PSB managements to follow the suit!( They may not see the good things happening around!) Though they  may not see  implementation of    payment of   100% DA/ enhanced family pension to its pensioners/family pensioners long back.

Copy of  letter dated 7th December 2015 which is self explanatory , addressed to the Governor, Sh. Raghuram G. Rajan, regarding curtailment of Holiday Home facilities to RBI retirees is furnished here under for information.

"The retirees from Reserve Bank of India all over the country were hitherto availing of the facility of the VOFS (Visiting Officers Flats) / THH(Transit Holiday Homes) / HH(Holiday Homes) for the purpose of staying while on tour in the various parts of the country where the RBI has its offices / branches on all days subject to availability. The facility was extended even to the places of tourist importance where the RBI had acquired holiday homes for its employees. However, it has come as a shock to us and all our members that the Bank has now issued instructions to curtail / restrict these facilities for Holiday Homes to weekdays only excluding Saturdays/Sundays/Holidays. This virtually amounts to stopping/ withdrawal of the facility unilaterally.

It would be pertinent to note that with the meagre resources of help from their kin, the retired employees make tour programs for visiting different parts of the country at one go and a tour lasting a week or more always includes Saturdays, Sundays, and Holidays. As such, denial of the facility for these days will in reality be denial of the facility for all days.

According to the latest information, total staff strength in RBI has come down to 16671 from about 38000. However, the number of Holiday Homes which the bank had acquired was keeping in view the strength of 38000. This amply shows that as a matter of fact, the necessity of lesser working staff can very well facilitate continuance of the facility for retired employees on all days, without affecting in any manner the requirement of working employees of the Bank.

Thus, the decision to restrict the visit of retirees is regressive. It seems to represent a thinking where the senior citizens are considered as dead wood, not requiring any comfort vis-à-vis working employees. Please do not forget that all working employees will be retired employees, one day in future.

It may not be considered as our advice or sermon, but we feel that the RBI Management should emulate Government Ministries/Departments like Railways, Airlines, MTNL, Hospitals, and even Courts who are providing, among other amenities, extra facilities to their retired employees and senior citizens to travel and stay on tour on liberal terms in Government guest houses / circuit houses on all days subject to availability.

We, therefore, request you as the Head of the RBI family, to have sympathetic consideration for retirees who are already suffering monetarily due to denial of Pension updation. And, please be kind enough to restore the facility available to retirees, who were once working employees, on all days. We earnestly hope and trust that the curtailed facility will be restored forthwith so that we may not be forced to highlight injustice done to our members who are retired employees in any other forum inclusive of social media.
Awaiting for a positive response soon in the matter."

What a non-sensical approach! Surely other PSBs will emulate this though they are averse to implement other things like 100%da, etc prevailing in RBI.
The RETIREES have a hard path ahead. Very unfortunate indeed.

Dear Mr.Mohan,

With regard to issue of dividing retirees based on past designation was brought to the notice of this group long time back. It was unfortunate that members in this group did not notice or ignored.  IBA has already divided us and several banks have also extended such division.

If retirees do n ot protest, even when it is beneficial to some sections at some point of time, like BPS and JN, you may find different settlement for past Officers and Workmen.  Fortunately for us, the Constitution and numerous judgments of Apex Court do not allow such division.

Consequent to LRs of S K Kool's case, IBA has issued circular, restricting the benefit to only Award Staff.  Pension Regulations cannot have different meanings for the same set of words, based on past cadre.

Thanks, a Million.

With regards,
Prasad C N

Thank you Prasadji for your specific comments on division of  bank retirees based on past designation by IBA,which is a reality. As you have rightly pointed out we retirees have overlooked /ignored such vital aspects which will certainly have wide impacts in coming days.
Also thank you for sharing the information on letter addressed by SBMPC to State Bank of Mysore on this issue. It seems to me as per my understanding that this will be first letter from a retirees organisation  to bank management
on this specific issue.
You have done it once again.
Regards,
Mohan.P

Reminds us of the ‘divide, rule’ policy left to us by the English. The retirees confederation and UFBU should jointly fight for abolition of class among the retirees.A stale cheque is always stale.A retiree remains only a retiree and not a retiree MD or retired part time sweeper.Go ahead with the fight Shri CNP and Shri PM.

Warm reg
