United forum of bank unions served a strike notice in Form-L. dated 05.03.2025 to the Chairman, Indian Banks Association and the Chief Labour Commissioner(C) mentioning therein to go on strike on 24-25th March 2025 apart from other agitational programmes. The moment the notice is received to the Chief Labour Commissioner(C), it is seized into conciliation considering public utility service and a notice was issued to all the stake holders asking them to attend the meeting on 18.03.2025 at 11.30 AM.
1.Adequate recruitment in all cadres: The IBA agreed to take up with the member banks and with the recent changes in the enhanced duties of clerical employees in public sector banks as per the 12th Bipartite Settlement IBA is hopeful of positive development in recruitment in all the public sector banks. However, IBA assured regular interaction with the constituents of UFBU on a periodic basis for resolution of the shortage over a period of time and also to discuss a manpower planning for Banks. The issue of recruitment of subordinate staff shall be discussed and it is decided to take up the issue with a positive frame of mind. IBA also raised the issue of outsourcing for further discussion with the unions. CLC (C) advised the parties to discuss this issue bilaterally.
2. Review of directive on PLI issued by DFS: The IBA agreed to refer the matter to DFS for re-examination and reconsideration of the new scheme sent to the Public Sector Banks.
3. Safety of employees and officers in Branch premises against assault by unruly elements and customers: IBA fully shared views of the UFBU and informed that they are fully seized of the issue and it is being discussed at the managing committee level.
4. Filling up of post of Workmen/ officers Directors in PSBs: The representative from the DFS informed that 14 names have already been sent for consideration and approval by the ACC. Remaining cases are under examination.
5. Resolution of residual issues pending with IBA: IBA informed that two rounds of discussions have already taken place on 26.08.2024 and 13.03.2025. Further discussion will continue to find amicable solutions.
6. Increase in Gratuity Ceiling: The DFS informed that it requires legal formalities which involves Ministry of Labour. DFS has already taken it up with the Ministry of Labour and is following up the same. The UFBU requested to expedite the process.
7. Income tax on perquisite: The DFS informed that levy of income tax on perquisite is as per the Income tax Act. Banks may take their own decision in absorbing the tax Burden.
8. Maintaining 51% of Capital in IDBI Bank: The DFS and IBA informed that this is a policy matter of the government and hence cannot comment on the same.
9. Outsourcing permanent jobs in Banks: The IBA informed that as agreed before the CLC they are ready to discuss the issue with the UFBU in the background of the guidelines of the RBI and having regard to the judgement of the supreme court.
10. Unfair labour Practice in Banking Industry: The UFBU brought to the attention of the CLC that even though all employees and officers have a right to join the union/association of their choice as provided in the Indian Trade Unions Act 1926 and also as per the Article 19-1-C of the Constitution of our country, some of the banks are preventing SMGS-IV and above officials to be the member of the Association / Union in which other officers are members. The IBA informed that they will discuss the issue further. The unions requested the intervention of the CLC (C) in this regard. Responding to the issue of Unfair labour Practice, The CLC (C) advised to file a complaint for violation of section 25 (T) of ID Act, 1947 so that the matter be investigated with legal application of mind and appropriate action may be initiated, if required.
Representatives of the United Forum were still not convinced of the assurance of the Representatives of IBA and thus the stalemate continued resulting to the conviction that the union shall go on strike on 24th & 25th March 2025 as they intended in their strike notice.
At this juncture the CLC(C) took a move and asked the senior representative of DFS to attend the meeting immediately on VC, if it is not possible physically. Accordingly, the Joint Secretary from DFS, Ministry of Finance attended the meeting over video conferencing and informed that
the Govt. is considering the issue with all sincere efforts. He also mentioned that the issue is under discussion at the Government level.
In the fact and circumstances mentioned above, the Chief Labour Commissioner(C) requested the Union representatives to consider the request of withdrawal of strike as it is neither in the interest of employees nor in the interest of the organization and the nation as a whole. It is also assured by the CLC(C) that if the strike is withdrawn by the Representatives of the union, he shall take up with the IBA and DFS to consider 5 day working in the 12th Bipartite Settlement / 9th Joint Note agreed upon by the IBA with the unions/ Associations. The CLC (C) also assured that he will monitor the development at periodic interval so that matter may be resolved at an early date.

If pension not updated..we withdrew all our deposit and invest Gold..silver..House..capital market. Etc.

AIBEA is the head of bargaining authority. Their members are paying monthly levy from their salary to the Union.And in turn, the Union takes care of their needs.
We,retirees do not pay any levy from our monthly pension to the bargaining authority.
So, nothing is moving as far as our issues are concerned.
It is quite natural.

Modi Government has already declared the enhancement of Salary and other perquisites of all the members of Parliament (MP) with a drastical amount of money along with an arrears from 1st April 2023, ( report,Anand Bazaar Patrika dt. 25/03/2025 in first page ), but in case of Pension Updation of Bank retirees, he remains in an apathetic mood in spite of of the fact the pension fund has been accumulated by the bank employees where Government has no role.
