You know very well the injustice and oppression being perpetrated on Bank Pensioners. Lakhs of Bank Pensioners believe that now you are adopting an 'ostrich approach' similar to that of Congress government ministers in the past.

This doesn't augur well. Bank Pensioners expected such exemplary role from you, which the coming generations would have remembered with pride. Our confidence in the exemplary role expected of you was strengthened from your stand in 2020 before the media and top executives of the Banks executives regarding the pioneering role played by Bank Pensioners, when they were there, in building world-class Banking and the need to take care of them after retirement. We are dismayed from what's happened thereafter.


Certainly the management of the Banks is not uncontrolled and dictatorial, but whatever they are doing is at the behest of your DFS officials.  *The DFS Officials get filed a false affidavit from the Indian Banks' Association in the Hon'ble Supreme Court to the effect that there is no Provision for Pension Updation in the Pension Regulations, 1995 and that the Bank Pensioners are demanding parity with the Central Government Pensioners.* The GOI is a party in this case and this false affidavit has been given on behalf of all respondents, means including GOI.


The fact is that there is a Pension Settlement under ID Act, 1947 to do Pension Updation on RBI line. There  is a Provision for periodic pension updation along with Wage Revision. The Pension Updation was done under Clause 35 (1) in relation to the 5th Wage Settlement concluded by the time of Pension Settlement. The 5th Wage Settlement was effective from 1.11.1987 and thereafter Pension of pre-wage settlement Pensioners was updated from 1.1.1986-31.10.1987. The said updation Clause (35) 1 was amended in 2003 and made more obligatory and is still maintained in the Pension Regulations, 1995. *Nevertheless*, it has been said in the affidavit that there is no provision for Pension Updation in the Pension Regulations, 1995. And, Bank Pensioners are demanding Pension Updation on RBI lines, for which there is Settlement, not any parity with Central Government Pensioners. The term of Pension Updation is not being arbitrarily implemented.


It is shameful for the Modi government and its Finance Minister to adopt such low standards to deprive aged and ailing Bank Pensioners of their rights, which have been confirmed by the Finance Minister herself.


This raises questions on your integrity, Ma'am. This shows that whatever you said in the interview given to Business Line on  October 30, 2020 and spoke while addressing the 73rd AGBM of IBA on 10.11.2020, was done to divert & deflect the attention of Pensioners, for appeasement and cheap popularity. It doesn't match with your personality. As clearly as you speak, it is equally important for you to ensure compliance with what you say. Your statements should not be dismissed as rhetoric, it's you to pay attention to this.

We most respectfully request you to please look into Pensioners matters, take necessary steps to resolve the long pending Pension Updation issue of aged and ailing Bank Pensioners on RBI line. Also, Pension on Special Allowance which is a cut part of Basic Pay, should be given. Pensioners shouldn't be dragged in court cases and made to die deprived of their legitimate rights.
