"Ref. No. 2013/695 27th December, 2013
The Office Bearers/ Central Committee Members/ State Body Chiefs
A.I.B.R.F.
Dear Sir,
Re:Improvement in Basic Component of Ex-gratia Amount
Payable to Pre- 1986 Retirees and spouses of deceased
Pre- 1986 Retirees.
AIBRF has been representing to the government for last 2 years for improvement in Ex-gratia amount payable to Pre-1986 retirees and spouses of deceased of Pre-1986 retirees.
2.We are happy to inform you that the government has cleared the proposal for improvement as under:
(A) FOR PRE-1986 RETIREES:
Basic
component has been increased from Rs. 300 p.m. to Rs. 350 p.m. plus DA at the applicable rates. At the present rate of DA, such retirees will get increase of Rs. 436 p. m.
( B) FOR SPOUSES OF DECEASED PRE-1986 RETIREES:
At present such spouses are paid fixed amount of Rs.1000 p.m. Now it will be changed into two parts - Basic Amount of Rs. 175 plus variable DA at the appropriate rate p.m. At the present rates of DA, the amount payable will be Rs. 1525 p.m giving increase of Rs. 525 p.m. Further it will keep on revising every 6 months with change in DA slabs.
IT MAY BE NOTED THAT THE ABOVE CHANGES WILL BE EFFECTIVE FROM 1ST DECEMBER 2013. We understand that IBA will issue the circular in the matter shortly.
We convey our sincere thanks to the General Secretary, AIBEA, Shri C.H.Venkatachalam who took up the matter at appropriate level in the government and did regular follow up for its clearance at our request. We also convey our thanks to the leadership of UFBU for their support in the matter.

We know that the improvement approved by the government is not as per our expectation. But it is definitely a move forward in the matter. We shall again take up the matter for further appropriate improvement, keeping the spirit of super senior citizen in mind and as the higher retirement benefits are given to such group of retirees in the government.
Thanking You,
Yours Sincerely,
( S.C.JAIN )
GENERAL SECRETARY"

Dear Comrades,Thanks for a sincere effort effected by AIBRF, however increased amount of ex-gratia to pre-1/1/1986 retired/supervising spouces is very low in present inflationary trend.

Yes,it is too little and too late.In fact AIBRF must have demanded that they must be paid pension at par with those who retired as on 01/01/1986.After all these super senior retirees may be less than 1000 or 500 in numbers. When central govt is enhancing pensions to those who crossed 80 years and more ,IBA is walking upside down.Let us hope the injustice is rectified at the earliest.

They should get  minimum of 50% of last pay drawn with 100 % DA , and any other alternative is discriminatory.

Dear Friends,

We express our sincere thanks to Com.CHV for bringing some relief to pre-1986 bank pensioners. We are confident that Com.CHV would address the difficulties of bank pensioners, especially pre-2002 pensioners, in the ongoing 10th BPS.

Dear Friends,

One of the bank pensioners' demands, namely improvement in the pension of Pre 1986 retirees, is partially fulfilled. Congratulations, Pre 1986 retirees and their spouses drawing family pension. Congratulations, AIBEA, MOF and AIBRF. Congratulations to all!

The surviving Pre 1986 retirees are very few. They got a present monthly rise of Rs.436/-, which is going to increase as DA slabs rise, on account of rise of Rs.50/- in their ex-gratia basic pension. Like wise, the surviving Pre 1986 family pensioners are a few. They got a present monthly rise of Rs.525/-, which is going to increase as DA slabs rise, on account of rise in their Ex-gratia pension from consolidated amount of Rs1,000/- to a different formula of a basic of Rs.175/- plus applicable DA. The latter form a more number of people and as such more people will get the benefit.

We have crossed a small step. A larger number of big steps we have to cross. Let us wait with a hope.

A very small step, but it is a STEP, indeed! We have to move a lot with the soild support of UFBU.But as somebody points out, the UFBU circular (posted by Shri PM) keeps mum on the pensioner issue(s).Still, let us fervently hope that UFBU would put up a brave face for the pension updation, despite heavy odds.

Dear Mr Dogra,
It may be too small an increase to cheer about; but wouldn't it go a long way of help to the needy?
Let us not forget the HARD facts that the Pensionscheme1995 was fiercely opposed by more than 70% of Officers. Nearly 50% of Awardstaff also fought against its' introduction. Despite all odds, the Scheme was introduced wef1/1/1986 ,ie nearly with 10year retrospective effect. Had we had then an FM like the present one or the IBA Chairman, 1/1/86 would not have been possible! At the most, Gov't would have agreed to extend the benefit only to those retired on or after 29/10/1993 the day Aibea signed the MOU amidst Nation-wide BIG NOISE of betrayal raised by those anti-Pension Leaders who lacked in long term vision! Secondly, the Apex Court held in the case filed by RBIRetired Officers Vs RBI that the pension benefit can not be extended beyond the CUT-OFF date (1/1/86) agreed to by the Parties. Neither in RBI, nor in LIC the Pensionscheme covers those who retired before 1986.
Let us welcome this positive development however SMALL may it be so! For the first time, the surviving spouse is enabled to get the DR linked Ex-Gratia! It may not cater to the entire needs but it can give an assured comfort and solace to some extent in their twilight years!

What u is absolutely correct and being part of the management and actively involved in the union activity. I can never undermine the efforts of our unions and associations.
What is shameful is the fact the government who in the times of such high inflation does not feel ashamed.
Thousands of crores are dwindled by these Netas and bureaucrats but for employees with thirty fourty years of service, just Rs 50 is offered. For buying votes free lap tops, loan waivers, free electricity and so many pension schemes r announced. This is exactly what gives pain and becomes shame full.
In the end we have to say what can be cured must be endured.

tHE BASIC PRINCIPLE OF EQUITY IS TO BRING ALL THE EMPLOYEES WITH IN THE PURVIEW OF PENSION IN TUNE WITHE THE POLICIES OF GOI .OTHERWISE THE PRE 1986 PENSIONERS WOULD BECOME ELIGIBLE TO GET THE OLD AGE PENSION  MEANT FOR THE BPL BGENEFICIARIES WHICH WOULD BE MORE THAN THE EX GRATIA PAYMENT GIVEN TO THEM..INFACT THE PRE 1986 RETIREES HAVE CONTRIBUTED TO THE SUCCESS IN PUBLIC SECTOR BANKING TAKING ALL THE RESPOSIBILITIES OF OPENING BRANCHES UNDER THE LEAD BANK SCHEME FINANCING PRIORITY SECTOR AND DEVELOPING RURAL BUSINESS.AND AS  A REWARD THEY CAN NOT BE HUMILIATED.
LET L US HOPE THT THE GOI WOUD REALISE THE ROLE PLAYED BY THEM. AND BRING THEM WITH IN THE PURVIEW OF PENSION AND FAMILY PENSION.

For Information:

Dear Friends,

01.Ex -Gratia to Pre 1986 Retirees.

              Consequent upon the
Improvement in Basic Component of Ex-gratia amount
payable to Pre- 1986 Retirees total amount per month will be increased as per details furnished here under:-

Amount of Ex-gratia                  DA applicable           Total p.m.
                 per month                                at present rate
                ------------------------                 -----------------      -------------

                              Rs.350.                          Rs.2701.44             Rs.3052.

Also note that there  will be further increase in DA every half year as in the case of pensioners.

02. In cases of spouses of deceased
Pre- 1986 Retirees.

So far a fixed amount of Rs.1000 only was paid and there were no scope for any increase since DA was not paid to above sum.
Now it is changed to two parts as follows:-
             Basic Component             DA                          Total
               Rs.175.                          Rs.1350.72             Rs.1525.72
More over every half year there will be further increase in DA.
