Ref: Our letter No. 90 dt. 16-11-15 and your reply dt. 17-12-15
We thankfully acknowledge receipt of your above letter on the subject stating that the matter has been taken up with the United India Insurance Company.
We wish to emphasise that the matter needs to be sorted out urgently as the TPAs are refusing to entertain the claims of the retirees for domiciliary treatment on the plea of instructions from the UIIC. As already taken up by us and as provided in the Settlement, the benefit of reimbursement of domiciliary treatment expenses as applicable to employees in service is also applicable to the retirees as the same has not been excluded in the Scheme.
Similarly, other than definition of family and ex gratia for critical illness, all other provisions of the Scheme as available to serving employees are applicable to the retirees scheme as well. Thus, the provision of buffer for reimbursement of claims over the ceiling of Rs. 3 lacs an Rs. 4 lacs are very much applicable to the retirees also.
It is not out of place to mention that in all the special workshops conducted by the Insurance Company, the representatives of UIIC as well as of K. M. Dastur Reinsurance Brokers Pvt. Ltd. have categorically clarified that domiciliary treatment and corporate buffer are covered under the retirees scheme also.
Hence it is beyond comprehension and acceptance that these two important benefits can now be excluded from the scheme for the retirees.
Domiciliary treatment and corporate buffer are integral part and conditions of the Scheme and cannot be separated for the retirees.
It is clearly an after-thought and cannot be not permitted at this stage. Further such an unilateral and illegal stand of UIIC portends a serious affront to bipartism and legally binding settlements. It is least expected of a reputed public sector organisation like UIIC. Their stand cannot be countenanced by us and the fall-out of such a stand by UIIC will be very serious.
We thank you for having taken up the matter appropriately with UIIC and request you to expeditiously resolve this matter on an urgent basis to avoid the possible repercussions.

Hope the members have gone through the Medical Insurance Scheme of SBI just launched by SBI for their retirees. This scheme is also by the United India Insurance Co. Ltd. Here there is reimbursement for the Domiciliary Treatment. Here there is a flexibility to shift between the limits depending upon the retirees' needs and paying capacity. Here there is a provision for the Corporate Buffer.
The scheme designed by IBA and handled by the same insurer, as on today denies the reimbursement for the Domiciliary Treatment. IBA did not allow us to choose between the two schemes of Rs.3.00 lacs and Rs.4.00 lacs and divided us based on our designations while in service. No Corporate Buffer.
Why are the members silent? Why is UFBU silent? Why is everyone silent?

You have repeatedly asking a question why UFBU is silent?
No one is ready to answer you.
My impression is that UFBU no more exists after signing the settlement. It is only individual organizations are now in the field. Perhaps UFBU may surface in 2017, in quest of next settlement.
Regarding your contention that huge amount is lying in our pension funds, nobody is buying your argument and I read some one saying it does not belong to us only but to future pensioners too. Ultimately the amount will go to govt coffins.
I am really tired of writing on our problems as there are few takers. I am afraid we are wasting our energy by making noise, as the results are not forthcoming.
It almost 5 to 6 years, if I am correct, we are writing in this blog. Except exchange of views nothing had happened. That is why I stated, it is like a few blind persons, searching a black cat in a pitch-dark room!
Thinking of withdrawing and observe mouna vrat in the days ahead!

UIICL though a Public Sector Company behaves worse than a Proprietorship concern

I also feel that IBA and other so called unions are playing with the retirees.Time norms have been set for many banking transactions and IBA in its model Citizen charter (available in the IBA site) has stated that these time norms are only indicative and that each bank may decide specific time norms independently. All such rules are for others to follow.Why I say this is because that it has taken one long month for IBA to respond to a letter written by the General Secretary of AIBEA. (Letter dated 16/11/2015 was replied by IBA on 17/12/2015) Though, the matter has been taken up by the AIBEA again as a reply, God only knows how long will it take for IBA to acknowledge and reply.My feeling is that after two or three such exchange of letters, the issue will be buried. None of them is serious-IBA/Insurance Co.,/Union/s. I am not saying that the issues have to be addressed immediately on its referral. GM.Beg your pardon dear GRji.We, the shouting brigade should go ahead with more vigour.As you rightly observe, UFBU is almost extinct now for the poor show in the last BPS.The workforce has started to raise questions on the glaring disparity between bank employees salary and that of the CG employees.The disintegration of the UFBU is imminent.AIBEA,AIBOC and SBISF may thrive due to their inherent strengths.But each is finding fault with others, telling in private talks that others are responsible for the debacle. Some say that if retirees are granted updation and uniform DA, the banks profitability would be at peril.I do not know why these persons do not study about corpus funds-inflow, incomes, outflow etc.
The bank employees as well are retirees are really stranded as we have no political patronage.There has been no use in running after MPs, LS Speaker, FM etc etc.There is no silverlining in the near vicinity as far as we are concerned .That does not mean that persons like us should go to Moun vrit.WE SHOULD STEP UP OUR FIGHT IN OUR OWN WAY.Let us keep our ailing brotherhood at full spirit for fight.
Of late, I observe that a few unwanted things are discussed in our forum.Perhaps that is the reason why there are less participants.The respected moderator may kindly disregard such posts that are not of considerable relevance to the retirees community.Among the retirees, the old ones have real issues.So we cry and shout.Let us continue it with added enthusiasm, vigour etc, GRji.Hope many of the old retirees would agree with my humble point.

These ‘cat and mouse’ plays will go on at the cost of ailing retirees.UFBU, as a signatory of the agreement ,should fight it together.But what happens is AIBEA writes, AIBOC writes separately.What is the reason?Is UFBU extinct?The retirees organizations can go on writing but as they are not signatories to the agreement.UFBU seems to be dishonest to the issue.I do not know the reason behind it.If this is the stance of UFBU in this petty affair, then what could be their attitude towards our core issues in the coming days?Else, if they feel that domicillary is a closed chapter, why don’t they tell us?
Anyway, I am happy that we retirees got a cover of Rs 4 lacs p a @ Rs 20 per day.Even if it continues sans domicillary, I shall remain to be thankful to my UFBU.I could not secure any medical assistance while the retirees who completed 30 years of service got a cover under the ‘REMBS’ by State Bank group through payment of Rs 62000 in a lump.But there are some retirees who require reimbursement for domicillary treatment on ac of some serious ailments-cardiac, nephro etc.They would be the sufferers of this ill treatment by the ins cos.
Ufbu is an umbrella organisation of 9 unions and associations. They have not signed the agreement
Agreement is signed by all 9 unions and associations. Hence any issues affecting Ufbu has to be discussed in the meeting consisting of UFBU members and the meeting to be called by Convenor of Ufbu. As convenor does not prefer any discussion for a joint strategy , the two major constituents that is Aibea and Aiboc have separately taken up the matter. Time will tell their sincerity on the subject.

As stated, let us be happy with forecasting the DA rates, the loss due to non implementation of 100%DA and restoration of commutated portion, in April,2016 and as of now there is no talk about stopping the above things.
