Alarm BELL IS RINGING FOR AIBPARC, AIBOC, AIBRF and all.
Dear Shri KV Acharya ji (President, AIBPARC),
Time has ticking fast. There are only 30 days left. Till now nobody knows what IBA is upto with regard to Pension Updation (PU). IBA is keeping its mind a guarded secret. IBA's decision is likely to be known only on 4.7.23 (?) when Singla case comes up for hearing in Supreme Court. IBA seems to have already decided. Even hundred Dharnas from Pensioners may not succeed in changing their decision. If IBA has decided to give fullscale PU, nothing prevents them from making their stand public rightaway even before Singla case comes up for hearing because the Supreme Court has not asked IBA to give its proposal for its approval. The Court only asked IBA to address the issue and submit a report within 3 months. The period granted has expired long ago. There are reports that IBA has already submitted its report to Supreme Court. If IBA is willing to give fullscale PU, an announcement from them to this effect now rightaway will only enhance their prestige. And yet, IBA is silent. The Supreme Court has not gagged IBA's voice but IBA is silent for its own reason. What is in public domain is only the affidavit filed by the Sr. Advisor (HR & IR) to IBA that the Pension Regulations do not provide for PU.
Let us analyse the situation in which Pensioners are placed today.
The leaders of AIBEAand AIBRF who were talking only about Improvement in Pension for pre- 2002 Retirees till recently are both now shouting from rooftop that "PU is coming". But they do not say in what form the PU is coming. Do they know what form of PU the IBA is going to agree? I doubt. It is certain that all others including AIBPARC do not know.
In the above light, there is a 90% chance of IBA coming with Pension Improvement for pre-2002 Retirees only, 50% chance of Pension Improvement for pre and post 2002 Retirees in some form, and 0% chance of PU on the lines of RBI.
It is not as if that AIBEA alone can handle pension issues or that the pension is a subject under Industrial Disputes Act. And yet, AIBOC does not do much about Pension Updation even though officer-retirees form a majority of Bank Pensioners. If they are making good efforts, these are, unfortunately, not visible. AIBOC must exert more pressure on other constituents of UFBU and assert itself as a strong force.
We do not know what stand IBA is going to take in Supreme Court when Singla case comes up for hearing. We can, however, be sure about one thing. The circumstances indicate that IBA has not decided on fullscale PU for all eligible Pensioners.
There is hardly one month left for action by AIBPARC, AIBOC, AIBEA and Pensioners' organisations when they will all face the climax scene in Supreme Court.
In the above backdrop, AIBPARC can not remain complacent now. We can not face the Litmus Test on 4.7.23 by taking things for granted in the meantime. There could be shocking disappointment when the Case comes up for hearing. AIBPARC has a stake in the Singla Case hearing. AIBPARC can not afford to face a sudden shock and disappointment on 4.7.23 if IBA's decision (which is likely to be made public on that date) is not on the lines expected by Bank Pensioners. They can not remain unprepared to handle the situation with a high degree of efficiently on 4.7.23. AIBPARC must fully gear itself up to successfully handle the Singla Case on 4.7.23. The legal counsels and the lawyers handling the case must be alerted and asked to be fully prepared to argue and handle the case efficiently on that date, depending on what stand IBA takes on that date. It is a life and death situation for AIBPARC and all Bank Pensioners. If the Pensioners lose on that day, they will lose for ever. Meanwhile, AIBPARC must go overactive and do lots of diplomatic management to enlist full support from AIBOC and all other constituents of UFBU to ensure that adequate pressure is mounted on IBA and the GOI to agree to a full scale PU on the RBI lines or on some other better lines.
Nothing stands in the way of IBA to agree to a full scale Pension Updation even now, i.e., even before the Singla Case hearing, although they might have already taken a contrary decision which may be detrimental to Bank Pensioners.
Complacency on the part of all Pensioners' organisations including ABPARC, the AIBOC and the UFBU at this juncture, i.e., during the next 30 days will only be at the peril of Pensioners' interests. Pensioners (especially those who retired prior to 2002) are not merely retired, but they are tired too. Please share this concern with the GS and all your other fellow office bearers of AIBPARC.
