Dear Friends,

As per 12th BPS and  9th Joint Note signed between UFBU & IBA on 8th March'24,Ex-gratia to pensioners may  be paid as follows:

"Ex gratia amount payable shall be the Basic pension attracting DA/DR + DA/DR paid for October, 2022 multiplied by the Factor as provided in the above Table after round up/down. To round up / down to the nearest 100, (i.e. 49 and below shall be round down to lower hundred and 50 and above shall round up to higher hundred)

ii. Basic Pension would mean the full basic pension as on 31st October, 2022 (not the reduced basic pension after commutation)"

Accordingly an illustration and a calculator has been found provided by AIBEA.( posted here earlier)

While showing the figures pertaining to 6th and 7th BPS pensioners, both the above shows DR at 100% neutralisation rate instead of tapered formula existed in oct 22.
Is it an error or omission on the part of AIBEA? Or any plan to modify to full DR to pre 2002 pensioners?

Dear Mr Mohan

Though 100 per cent DA neutralisation has been conceded, it was implemented prospectively. Hence for all practical purposes for October 2022, DA payable with 100 per cent neutralization should be taken into account. When post-2002 retirees' DA has been calculated with 100 per cent DA neutralisation, it is logical that for pre-2002 retirees also that should be taken into account. 

Hence the example by AIBEA seems to be in order. If IBA looks at it differently, strictly using the phrase 'DA paid' in the Joint Note, then it is for UFBU to convince IBA.

In this regard your attention is invited to pages 26 and 27 of the joint note where in the matter of da for pre 2002 retirees is clarified. According to it da rates will be on uniform basis of 100% from Nov 2002.

What you have mentioned is a very valid point and perhaps, based on this only AIBEA had prepared the chart applying 100% DA notionally to pre2002 retirees
for October 2022.

Uniform DA is applicable for pre-2002 retirees. But see the sentence "it was accordingly 
revised w.e.f 1st October 2023 as under"

Theoretically, it was applicable even earlier (i.e., the date from which it was 
given to retirees from 8th BPS onwards) 
but was effected from October 2023 without any arrears.

And AIBEA has not yet contradicted its circular which means it stands by the calculation.
It is better if we get a clear explanation from IBA/UFBU.

All are calculating ex-gratia not taking into 100% DA neutralization for pre 2002 Retirees. AIBEA calculations include 100 % DA neutralization. Can anyone get clarity from UFBu ?
