All pensioners are disappointed that ex gratia formula is neither realistic nor based on objectivity. The only saving grace is that a paltry sum is paid to every pensioner.The ploy adopted by the IBA -UFBE is to please the top bosses that something has been worked out and  to hoodwink  the pensioners . Actually, the ex gratia and the way it has been done now has convinced every pensioner that the only way forward is to seek legal remedy and bring pressure on finance ministry to implement updation. The only regret is that when updation is achieved,  the number of pensioners to savour the success is a miniscule minority and the majority would be watching them from above.
