In simple word, RBI Governors are being appointed under section 8 of RBI Act 1934 through FSRASC headed by Cabinet Secretary.
Sanjay Malhotra (born 14 February 1968) is an Indian Administrative Service Officer of 1990 Batch Rajasthan Cadre. Presently, he is Secretary (Revenue) in Ministry of Finance. In his previous assignment, he held the post of Secretary in Department of Financial Services under the Ministry of Finance, Government of India.[2]Previously, he served as the Chairman and Managing Director of Rural Electrification Corporation and additional secretary in the Ministry of Power. Prior to this stint, he has served in various post in Rajasthan Government.
A joint Secretary in the GOI is the govt nominee director of the PSU related to his ministry ( e.g. JS in Steel Ministry will be a nominee director in SAIL , JS in Coal Ministry on the board of Coal India Ltd et al ) and many a times he has the last word in the board meetings. He does wield much more authority than the managing director even.
