Dear Friends,

Celebrating Ex-Gratia? I will not!

I am a Senior Officer who retired in 2001 with a present basic pension of Rs.7,955/-. My Ex-gratia would be Rs.3,900 with DA as of Oct 2022. The 100% DA was allowed from Oct 2023 and Ex-Gratia would have been Rs.4,800/- then. Here also the Pre Nov 2002 are at a loss. I agree that it is a large amount when compared to others with a lower basic or retired during the next Bipartite Period/s. Still, I am not happy as my expectation was around Rs.8,000/- per month as everyone told us that it would be a “substantial amount”.

2. The working staff got more than 10% increase when compared to the recent month emoluments. They receive an increment every year and a similar percentage of a hike in every Bipartite Settlement. They also get an internal promotion in between. What about the pensioners? No increase in gross pension or basic pension after retirement, except half-yearly DA increase and some benefits secured through court verdicts. We thought we would receive some solace at least in this Settlement. But I am, to be precise, all are disappointed.

3. I know that as per the Pension Regulations, we are not eligible for any updating of pension. The court judgements secured so far are also not in our favour. But, if IBA and UFBU were in our favour, they would have inserted a suitable clause in the Settlement now itself, instead of quoting a lame excuse of “sub-judice”. It is a fact that UFBU is primarily for the welfare of the working staff. But, the retirees are also their ex-members, supporting their every action while in service. The items mentioned in the minutes recorded recently as residual issues and would receive future attention is an eye-wash. Most of the issues will never get solved, at least during the lifetime of the Pre Nov-2002 retirees.

What Shri Rao is correct. We expected something like ₹7k to ₹10k as ex-gratia which would have been reasonable for pre 2002 retirees. We feel cheated after so many assurances. 

Now also it is not too late. Sensing our disappointment please effect the following while reviewing the ex-gratia in April 2024:

1. Merge DA at 8088 points before calculating ex-gratia..
2. Allow notionally to take into account the 100%DA as at Nov 22.
3. Review the factor which is very low.


This will solve the problem for the time being.

Will IBA/UFBU oblige

But as per AIBRF  CLARIFICATION ISSUED RECENTLY EVEN DA IS NOT TO BE RECKONED.SO THE EXGRATIA COULD BE IN ONLY HUNDREDS

Ex gratia will be calculated at 100 percent DA neutralization, if you see the aibea table in 7th bps basic da shown @ 406.32 , I am sure I am right EOOE

The Ex-Gratia for the Pre Nov-2002 Retirees:

Whether we have to take the notional 100% DA as of Oct 2022 or the tapered DA [actual DA received during Oct 2022] is still unclear. As per the AIBEA, it is the notional 100% DA. IBA's views are yet to be made known. The Ex-Gratia output from two different calculators and interpretations for a sample case are attached.

I fully agree and endorse the views and feelings of you have expressed. 
Our commune wss emphatically advocating that the Exgracia will be substantially higher than pension updation. 
Now the cat is out of bag and the mischief played by UFBU and IBA combine is exposed..

There is no genuine trade union in the  Banking Industry working for the interests of the pensioner community. AIBOC was never interested in Pensioners issues. CHV on more than one occasion has said pensioners are not his priority. AIBRF and AIBPARC will not protest against humiliation of pensioners as they are controlled by major unions. Further they are more interested in extending AI this pittance to private Banks to retain their membership and their contribution.
