Para 6 of regulation carry 3 important words

1.Updation

2.Formulae

3.Shall

Word updation is well understood

The word formula is in plural -Formulae

86/87 batch needs only one formula which is elucidated for immediate application in appendix 1

The other formula is pending formulation for futuristic use according to need. The word "SHALL" fits in there. 

As courts are said not to miss c omma, semi colon etc it is within courts purview to accept as tacit commitment by GOI for updation.. 

It is also accentuated by the fact that RBI pensioners pension scheme taken as role model has already got updation. 

There is no justification in bullying protagonists of 35(1) any more
