Dear Friends,

 01.Negotiations on 12th Bipartite Settlement/Joint Note  for  Wage Revision  may be commenced  on 28.7.2023 as indicated in  the MOU on GMIS dt 19.7.23  with IBA and UFBU.

02.The minutes of 19th July'23   refer on  Updation of Pension – 100% DA for  pre-Nov. 2002 pensioners as follows: 

“We demanded that the issue of updation of pension should be resolved as early as possible. We further pointed out that to bring all pensioners at par, 100% DA should be extended to pre-Nov.2002 pensioners so that with that parity, the issue of updation can be addressed effectively.  IBA was positive to our demand and agreed to work out an amicable resolution of this issue at the earliest.”

03.Beyond  such  coined words  in circulars of UFBU,we have never heard about on any specific  formula on updation of pension with related cost implications etc  and way out to resolve the issues in a time bound schedule.

04. We have also  witnessed several rounds of such meetings,in  BPS/JN meets in the past too,  and heard on many assurances on resolving retirees long pending issues!

05.In RBI one more revision of pension has been implemented.A committee has been appointed in SBI to look after  issues of pensioners.  In our case, assumptions and presumptions were/still in air as per individuals wish.

06.Since retirees have no role or control over such matters we can only look forward to such meetings only with hopes!

07.We are also aware that any thing can be crystalized in this direction  through  negotiations between IBA-UFBU.

The only  question before us is; will the negotiating parties, discuss the matter  seriously and try to resolve our issues within a time frame in a transparent manner ?

Only time will tell!

All the words coined are just eye wash. They will never come up with a definite scheme or proposal. 100% DA means 100% DA only. What amicable solution in this? Except repeating 100 times in circular for the last 5 years or so, the "IBA IS POSITIVE" updation issue has not moved forward even an inch.

Recently, Chandigarh Benh of CAT has ruled that retirees of the Central Government Departments who opted for fixed medical allowance are also entitled to medical reimbursement of indoor treatment.  

The Tribunal said the SC had held that it was the duty of the welfare State to look after the health of its citizens, including retirees.

There is following hurdle to commence negotiations on 12th Bipartite on  28/07.22023;

One   retiree activist from Kolhapur  ( Shri Vasant Vankudre) have applied for stay order  for starting negotiations  unless residual issues are settled amicably. In this case Court Summons are issued which are received by concerned parties . Under the circumstances can anybody clarify how negotiations can start ?

Exactly correct.  Only assurances. No positive  decision. Still in dark. Let us not  have anxious  expectation. If things turn round in our favour, be happy,  if not donot get worried.  
All efforts  have been made by the Retirees including  banging the gates of highcourts / supreme court for justice.
Long wait in anticipation  and final disappointment will increase  our BP only.So forget about pension updation , even 100% DA issue.

According to AIBRF announcement of 100% DA to pre 2002 retirees can be expected shortly.
