At Decathlon, you can try requesting some member to let you buy on their membership. Or sometimes the staff too might oblige. Unless you are looking for something very specific, Decathlon is probably the best. And while they usually stock only 'their' brands, they do stock regular brands for some items. (Like Camelbak bottles.)

Otherwise, store like RR Cycles (Madiwala, esp), and BumsOnTheSaddle (BOTS) are stores from where I've bought quite a bit, and would recommend them. BOTS has a online store too.
