You can use DISM to install or remove driver packages in an offline Windows or Windows PE image. You can either add or remove the driver packages directly by using the command prompt, or apply an unattended answer file to a mounted .wim, .ffu, .vhd, or .vhdx file.
When you use DISM to install a driver package to an offline image, the driver package is added to the driver store. When the image boots, Plug and Play (PnP) runs and associates the driver packages in the store to the corresponding devices on the computer.
To add driver packages to an offline image, you must use a technician computer running Windows 10 or later, Windows Server 2016 or later, or Windows PE for Windows 10 or later. Driver signature verification may fail when you add a driver to an offline image from a technician computer running any other operating system.
If you're adding driver packages to a Windows PE image, you can add them to the Windows PE image in the output folder you specified when you ran copype, for example: C:\WinPE_amd64\media\sources\boot.wim. This ensures that driver packages will be included in Windows PE each time you build Windows PE media from that folder.
Using /Recurse can be handy, but it's easy to bloat your image with it. Some driver packages include multiple .inf driver packages, which often share payload files from the same folder. During installation, each .inf driver package is expanded into a separate folder. Each individual folder has a copy of the payload files.
Check to see if the driver package was added. Driver packages added to the Windows image are named Oem*.inf. This guarantees unique naming for newly added driver packages. For example, the files MyDriver1.inf and MyDriver2.inf are renamed Oem0.inf and Oem1.inf.
All driver packages in the directory and subdirectories that are referenced in the answer file are added to the image. You should manage the answer file and these directories carefully to address concerns about increasing the size of the image with unnecessary driver packages.
If you need driver packages for Windows PE to see the local hard disk drive or a network, you must use the windowsPE configuration pass of an answer file to add driver packages to the Windows PE driver store. For more information, see Add Device Driver packages to Windows During Windows Setup.

I have started getting a Printer Offline message from my MFP M127fn and temporarily resolved it by doing a restore to an earlier time. That holds only for a day or so and then the printer returns to offline. I have spent the last week trying all the solutions I have found online for this problem but none have worked. Whenever I try to reinstall the drivers, the reinstallation sits at 99% for about 4 minutes and then tells me the install has failed for excessive time. Currently, I have no print device listed on my printer (removed as part of a solution to the problem which didn't work). I am about to buy a new (non-HP) printer as my final solution to this issue although that is not my preference since I've owned (only) HP printers for the past 30 years. Is there any (other) solution anyone can offer?

However, Iwas unable to choose a driver since I have no printer listed (even after starting the installation executable). I had removed the printer from the computer in the process of trying any number of possible solutions to my problem, so, even after starting the installation progrm, there is no printer listed among the devices. The drive installation executable I am using is is downloaded LJPro_MFP_M127-M128_full_solution_15309.)
If I go to the usb controllers, I can find the HP Smart Start CD, so the device itself is known to the computer. However, the HP Smart Start CD is not listed among the devices in MY PC like other CD/DVD devices. If I try to find a driver for the HP Smart Start CD, I just get a CD driver, not a printer driver.
In earlier attempts to fix this problem, I had removed the printer device from my system. So when I start this process per your instructions, there is no printer listed by the Device Manager. The HP Smart Start CD, which is in the memory of the printer itself and should come up in MY PC when I connect and power on the printer, does not in fact display in MY PC. However, if I go to the device manager, usb controller tab, I can find an entry for that device (HP Smart Start CD) and can actually access the installation program that way -- but an earlier attempt to install by accessing it in this fashion gave the same error at 99%. So, I did not try to install using this program in following your instructions.
I used the downloaded file LJPro_MFP_M127-M128_full_solution_15309 to try your solution. I understood this to be the very latest installation program for the M127. But at no time did a printer device show in the device manager, so I was never able to assign a specific driver for updating.

As I said in my last post, I was still unable to install the printer. However, a friend suggested trying to install over a network cable, so I tried that. The first attempt (using the printer IP address) failed because of Firewall interference. After telling the Firewall to accept HP application through both private and public (I only sort of understand the meaning of this -- only private was allowed when I first looked at the settings), the installation was successful and my printer is now accessible.
