On 1/30/2014, California Senate approved Senate Constitution Amendment No. 5 (SCA 5), which would repeal provisions of Prop 209 and allow the State of California to deny an individual or group's rights to public education on the basis of race, sex, color, ethnicity, or national origin.
To better understand SCA 5, we have to know about Prop. 209. In 1996, Proposition 209 (also known as the California Civil Rights Initiative) amended the state constitution to prohibit state government institutions from discriminating against, or granting preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment , public education, or public contracting.
SCA 5 has PASSED the senate (27:9) and is heading to the house for vote. If it passes in house, it will be voted in November by the voters and only need 50% votes to pass to become California constitution. Considering the large number of Latino voters, most likely this will pass the vote.
This will impact ALL Asian students if it passes. The admission rate of Asian students will probably be reduced to 13%, instead of the existing 36% in UC and Cal State systems.

and the senate's vote information below:

It is sad to learn that all YES votes came from Democratic party, including 3 Asian Democrat Senators voting against their own race for their personal political interest.
Again, please sign the petitions for our children.
Best regards,
Yi Lu
