مقدمة روح ومضمون نص البيان والنداء :
ان الحركة العالمية لمناهضة العولمة والهيمنة الاميركية والصهيونية التي بادرت واسست اول حركة شعبية عالمية لمناهضة الغزو الاميركي لارض العراق الاشم وتابعت رسالتها الانسانية ضد كل اشكال الظلم والقهر والعدوان ونزلت الى ميادين وساحات العواصم والمدن العالمية كافة رفضا للعدوان الاسرائيلي على جنوب لبنان وقطاع غزة وانتصرت بكل ايمان وثقة وعقيدة متفانية للمقاومة العربية في لبنان وفلسطين والعراق ودفعت لاجل ذلك اغلى الاثمان والتضحيات , وهي اول من وقف ضد قانون العقوبات المفروض على سوريا الشعب والامة وضد 1559 وكل القرارات الدولية الجائرة بحق الشعوب العربية وفي مقدمتها مسألة العرب المركزية الاولى فلسطين وقدسها الشريف واقصاها الجريح , وبعد ان شربت من كأس الصبر المر وهي ترى الشعب السوري العظيم يذبح ويقتل ويشرد وهي التي انتصرت لكل الثورات العربية وتحملت اذى الصديق قبل العدو ورضيت بضربات الغدر والحقد الاعمى من البيت الشعبي العربي الذي لم يرى في الطغاة والحكام العرب الا استمرارا لنهج التسلط على رقاب الشعب ورافعة لسلطانهم التبعي والفوقي والتدميري لكل قيم الثورة والحرية والعدالة التي اتت بهم محررين للشعب العربي من ربقة الاستعمار الاجنبي فاذ بهم اشد سوؤا من الاستعمار لا بل اشد وطأة بكيفية قتل شعوبهم ان لم يكن بالسيف والرصاص فبالشعارات الكاذبة والمؤتمرات الطنانة الرنانة تحت يافطة المقاومة والممانعة التي قتلت رموز المقاومة في لبنان وفلسطين والعراق ومارست عملية تدمير قيم ومبادئ ومناقب الثورة العربية بدفاعها عن انظمة القمع والديكتاتورية بحجة كاذبة وواهية وهي الدفاع عن المقاومة
اننا وبعد ان تاكد لنا ان هذا النهج الخطير سيؤدي الى حرب طائفية بغيضة تطال كل العالمين العربي والاسلامي وبعد ان تاكد لنا ان بقاء السلطة والعائلة والمافيا الحاكمة في دمشق الشام هي مصلحة اميركية اسرائيلية قبل ان تكون مصلحة اقليمية ودولية وعربية على حساب كل الشعب العربي الثائر وبما اننا غير مرتبطين لا عضويا ولا تنظيميا باي اطار سياسي شارك او ساهم او قام باي نشاط تفاوضي مع الادارة الاميركية والغربية ولو تحت شعارات الحرية والعدالة والديمقراطية ولا يعنينا الشرق والغرب معا بما تفرضه مصالح هذه الدول وارتباطاتها المحلية بشان دعم اي ثورة عربية او عدمها , ما يعنينا بالمقام الاول هو دعم هذه الثورة العربية ضد كافة اشكال الحكم والانظمة العربية التي ساهمت جميعها بلا استثناء بالاعتراف بدولة الكيان الغاصب وشرعية الاحتلال وتنازلت عن كافة حقوقنا ومصيرنا في مسألة الارض مقابل السلام وسكوتها المتواطئ على استكمال عملية الاستيطان وتهويد القدس واحتلال الجولان ومزارع شبعا

ان الاحداث الاليمة التي تجري في العالم العربي ونهر الدم المتدفق على ايدي عصابات المدعو بشار الاسد وعلي صالح وخليفة البحرين ضد شعب امن اعزل وتباطؤ المجتمع الرسمي الدولي في وقف هذه الجريمة اللاانسانية وما لها من تاثيرات مستقبلية تجعل لغة الدم والسلاح وقانون الغاب هو سنة وشريعة دولية يتمسك بها كل الحكام لاجل البقاء في السلطة والمخالفة لابسط مبادئ شرعة حقوق الانسان الدولية التي هي السمة العامة الغالبة على حياة الشعوب وسلوكها وارتباطاتها وعلاقاتها دونما اي رادع او وازع او مسلك يوقف هذه المجازر الوحشية بحق الشعوب الامنة المطالبة بحقوق شرعية
اننا وبعد ان عجزنا في الماضي عن ردع الغزو الامبريالي لبلد العراق بمسيراتنا السلمية المليونية في كل انحاء العالم وبعد ان واجهتنا ايضا عقبات مماثلة في تحركنا لايقاف مسلسل الغطرسة والمجزرة الصهيونية بحق الشعب الفلسطيني , وهو ما نراه يتجدد اليوم وبشكل مثير وغير مسبوق على تراب الارض السورية واليمنية والبحرينية من قبل عصابات مرتزقة ومحلية بتوجيه علني وفاضح من قبل السفاحين الحكام ان نرى اننا ملزمين حماية للبشرية والانسانية والحياة على كوكبنا الارضي ان نجد وسيلة اية وسيلة ممكنة لتحقيق الهدف والمطلب الشرعي الانساني وهو الاتحاد الثوري الشعبي العربي وسوف نعمل جاهدين لانقاذ انفسنا ايضا من الظلم والقهر والعدوان , وعليه فاننا سنتابع استقطاب الامكانيات والقدرات والامكانيات الشعبية العربية حتى نتمكن من عقد مؤتمرنا الاول في اي عاصمة عربية محررة نقرر فيه ثوابتنا ومبادئنا وتطلعاتنا المستقبلية لامة عربية واحدة تحمل كل معاني القيم والاصالة وتشارك العالم الحر في بناء مستقبل وعالم افضل
