Title: Java Developer with Drools

Duration: 18 Months

Location: Saint Paul, MN

 

Project Deliverables

This resource will be required to produce a software product in the two key areas identified below:

Drools:

•             The resource will be required to review and understand the Drools business rules currently residing within the MPSE application, documenting them and then coding/converting them to human readable form.

•             The resource will work closely with the project team to recommend and/or implement rules and Java code changes as per the MN-DHS code change control process (SVN).

Java:

•             The resource will be required to code at expert level and ensure all of the system applications are configured correctly.

•             The resource will be required to ensure all deployments are correctly done, and are responsible for monitoring the entire implementation.

•             This resource will work with the MN-DHS programming staff to recommend changes as per business requirements.

Project Environment

•             The MMIS division is responsible for Minnesota Medicaid claims processing and has an infrastructure consisting of SUN Solaris (being phased out), Linux, Oracle, IBM Websphere Application Server, Websphere Process Server and Websphere Enterprise Service Bus, Websphere Transformation extender, and an IBM mainframe COBOL environment. Our developer tools include Rational Application Developer, Websphere Integration Developer, and IBM WTX design Studio.

•             This resource will be an important element to the team and will report directly to the technical manager, but have oversight and work deliverables managed by the project manager. The project team consists of the technical manager, the project manager, two business analysts, a Drools developer (contractor), a Java developer (contractor), two subject matter experts, a systems architect, an MMIS programmer, and an Oracle DBA, as well as a number of support and auxiliary positions to facilitate the success of the project.

Project Requirements

This is a web-based application which will be implemented centrally at MN.IT Services @ DHS and accessibly via the web.

•             The Web Application will be designed such that it will support:

o approximately 5,000 concurrent external users.

o approximately 150 internal MN-DHS users.

•             All work will be done in the DHS Zones of Control Architecture (ZOCA) for security purposes.

•             Staff training will be managed by MN-DHS. Training material will be created with the assistance of the vendor (e.g., screen shots, assistance in production of narratives, process flows, etc.)

•             The system will be built to MN.IT @ DHS technical standards, which comply with Statewide Enterprise Architecture standards.

•             Although the project will be managed on a day-to-day basis using an Agile methodology, the overall project will be governed by standard Statewide Project Management methodologies.

•             All developed code is expected to comply with MN-DHS best practices, and is subject to code review as appropriate.

•            

The following specific requirements are denoted in the two key areas of Java and Drools:

Java - specific tasks include:

•             Download/upload code updates from/to the MN-DHS code repository (SVN - Subversion).

•             Download/upload code updates from/to the federal repository (CALT and/or GitHub).

•             Develop the Java application code and integrate to business rules and specifications

•             Assist in the identification and correction of software defects and inefficiencies.

•             Deploy code (EAR files) to the Websphere environment(s).

•             Produce and run test scripts to ensure deployments are working.

•             Work with testers and subject matter experts to identify code and deployment issues.

•             Utilize log entries to identify problems areas.

•             Identify and recommend specific code changes to MN-DHS staff

•             Upload approved code changes to the MN-DHS code repository (SVN).

•             Produce system documentation and conduct knowledge transfer for MN-DHS staff.

Drools - specific tasks include:

•             Produce appropriate documentation regarding the existing rules within Drools.

•             Convert/code existing Drools rules to human readable form using the DSL and DRL language.

•             Develop and run test scripts to ensure that the rules are working properly.

•             Identify and recommend specific code (rules) changes to MN-DHS staff.

•             Produce system documentation and conduct knowledge transfer for MN-DHS staff.

Responsibilities Expected of the Selected Vendor

The Contractor, who is not a state employee, will:

•             Review the JAVA code and Drools business rules currently within the Minnesota Provider Screening Enrollment (MPSE) application, assisting to document and convert them into human readable form and incorporate them into the MPSE application, removing un-needed or non-applicable JAVA code now handled by Drools.

•             Ensure the MPSE application is configured properly and deployments are correctly done.

•             Work in collaboration with MN.IT Services @ DHS application development staff to enhance the application’s maintainability, efficiency, user experience, and resolving of identified issues (bug fixes) and recommend changes as per business requirements.

•             Assist in converting existing Drools business rules to human readable form (using the DSL and DRL language).

•             Incorporate the Drools business rules logic into the JAVA application code; removing JAVA code which is no longer applicable.

•             Develop and run test scripts to ensure rules are working as required.

•             Work with testers and subject matter experts to identify rules changes and additions.

•             Identify and recommend specific code (rules) changes to State staff.

•             Work with the Technical Architects and Leads to gain a comprehensive and up to date understanding of the software application developed by open source community.

•             Work with the Business Analysts (BA) testers and subject matter experts (SME) to identify rule changes, additions, and or enhancements due to application errors or bugs.

•             Identify and recommend specific Drools code (rules) changes to MN-DHS staff.

•             Lead and perform software development maintenance (bug fixes) for the project change requests, as this position requires a strong software development background.

•             Maintain and follow Object Oriented programming best practices.

•             Compile and deploy application codes (EAR files) to the Websphere environments (Development, Test, and Production).

•             Consult and collaborate with in-house experts to ensure application business rules are properly implemented and applied in the application.

•             Perform comprehensive system and application code testing so that application deployments are working without errors and application codes are errors free.

•             Ensure application codes are checked in the SVN repository with no coding errors.

•             Download/upload code updates from/to MN-DHS code repository (SVN).

•             Download/upload code updates from/to the federal repository (CALT and/or GitHub).

•             Develop the application to business rules and specifications as well as correcting identified software defects and inefficiencies.

•             Deploy code (EAR files) to the Websphere environment(s).

•             Run Test scripts to ensure deployments are working.

SharePoint Systems Administrator

Location - Madison WI

Duration - 3 years

 

Tasks for a SharePoint Administrator:

- Installation, maintenance, administration and monitoring of the SharePoint software running on a Windows OS.

- Proactive resolution of problems and/or alerts received by monitoring and management systems.

- Resolution of connectivity problems, assisting users, and debugging problems.

- Creation of site collections, top level sites and assignment of site collection managers.

- Establish SharePoint Farm level security.

- Assignment of quotas to site collection and configure alerts.

- Provide Transport Layer Security (SSL) from a WebTrust certified SSL certificate authority for external facing sites.

- Configure the certificate according to the Fully Qualified Domain Name (FQDN) of the site.

- Install/remove the SSL certificate on the SharePoint server.

- Turning on/off of features at the SharePoint Farm level.

- Provide application on call support per service tier and application specific incident support procedures.

Title: Data/Information Architect

WORK DESCRIPTION:

The selected Data/Information Architect is expected to take a leading role in the gathering & documentation of requirements, in the

analysis of existing business process and in the identification of process issues and improvements. The position will report to the AE

Enterprise Application Division Manager (via the Project Manager).

 

The selected individual will work on a project to implement an Enterprise Business Intelligence platform for Austin Energy. We are also

implementing a new Enterprise Data Warehouse from the ground up, which will serve as the foundation for the Business Intelligence

solution. The selected resource will work to define requirements for reports, dashboards, and other data visualization capabilities.

Services to be performed will include, but not be limited to, the following: Investigate and analyze requirements for reports, dashboards, and other Business Intelligence capabilities, while understanding the business processes and requirements that are supported by the system. This will include conducting an

impact analysis of change on business areas, and be able to recommend appropriate alternatives/solutions

Determine viable solutions for Business Intelligence needs. Experience with data profiling, analyzing existing reports/artifacts,

extracting and documenting business rules, developing source to target mappings. 

Facilitates and functions as a liaison between business and technical teams in analyzing and assessing solutions to meet

business & user needs through the requirements. 

Acts as Technical Lead for the implementation of a new Enterprise Data Warehouse from the ground up as well as the

development of an Enterprise Business Intelligence platform for Austin Energy. 

 

Ensures that the EDW platform is compliant with company standards, technical environments are available for the overall

solution, the overall solution is secure and manageable, a large set of source systems and data needs are well-architected and

supportable, , and that the ETL/DW is well designed, documented and developed.  

 

Leads the business and functional requirements analysis and develops DW architecture that (1) provides the right platform for

all the business data needs. (2) is scalable to integrate multiple subject areas (3) meets the reporting SLA requirements

 

Maintains/documents models in approved repository. Documents and maintains models of ‘as is’ and ‘ to be’ architectures

 

Responsible for translating the client’s business questions to reporting needs and documenting the business rules for ETL

design and development. Analyzes functional requirements and designs technical solutions to meet those objectives. Primary

expert to architect the specific solution and manage a technical team to develop it. Maintains and utilizes detailed technical

industry in the construction of industry-leading services solutions, including expert working level knowledge of the technologies

and people components involved in the technical effort.   Uses expertise to construct specific and detailed technical solutions

that encompass process, technology, and technical staff.

 

As needed, provide a “trusted expert advisor” role as Subject Matter Expert for technical services, to both internal and external

customers, ranging from formal advice to internal and external customer’s presentations. Follow all organizational Standard

Operating Procedures relative to cost modeling, approvals and reviews, and all other associated workflow and deliverables. 

 

Constructs risk assessments and corresponding remediation plans relative to complex technical issues. Crafts detailed and

accurate deliverables that help define and develop the technical solution.
