Can't set zoom level to 167% in GUI.
Only 150% and 175% available inside toolbar drop-down list.
Need "Custom zoom ..." item and Ctrl+MouseWheel for change zoom with small
step.

Thanks for taking the time to file this bug. The custom zoom is obsolete as in
3.8 you can set the zoom to whatever you want. Thus, I change the title of the
bug so we can track the request "Ctrl + MouseWheel for change zoom with small
step" as it makes more sense.
