Working Title: Business Analyst 3

Location Austin, Texas (Onsite)
II. POSITION RESPONSIBILITIES
The Business Analyst will perform advanced analysis and business systems evaluation to support the design and delivery of modernized Medicaid systems. Responsibilities include:
- Review, analyze, and evaluate business processes, systems, and user needs.
- Facilitate requirements gathering sessions with business and technical stakeholders.
- Serve as a liaison between business units and IT teams to ensure requirements alignment.
- Develop and maintain project artifacts including:
- Business Requirements Documents (BRD)
- Functional Requirements
- Test Cases
- Traceability matrices
- Technical specifications
- Support system integration testing (SIT) and user acceptance testing (UAT) processes.
- Identify risks, issues, and dependencies, and develop mitigation strategies.
- Perform business process analysis and reengineering to improve operational efficiency.
- Develop solution options and perform cost-benefit analysis, ROI, and buy/build evaluations.
- Support system troubleshooting and assist with solution implementation.
- Coordinate with external vendors and third-party contractors to complete project tasks.
- Ensure alignment with HHSC policies, procedures, and standards.
- Assist with documentation, reporting, and oversight activities for Medicaid IT Contracted Systems projects.
- Support portfolio project management reporting and state-level project documentation.
III. REQUIRED EXPERIENCE AND QUALIFICATIONS
Minimum Experience
Candidates must have 8 or more years of experience performing business analysis and systems evaluation in complex enterprise environments.
Key qualifications include:
- Minimum 8 years of Business Analyst experience in enterprise systems or application development.
- Proven experience serving as a liaison between business stakeholders and IT teams.
- Experience coordinating and managing external vendor deliverables and service requests.
- Experience preparing and reviewing project documentation and technical artifacts.
- Experience managing scope, acceptance, deployment, and system implementation activities.
- Strong experience identifying project risks and developing mitigation strategies.
- Experience analyzing organizational policies, procedures, and regulatory standards affecting system implementations.
- Experience performing system troubleshooting and supporting solution implementation.
IV. PREFERRED SKILLS
The following skills and experience are preferred but not required:
- Experience using Team Foundation Server (TFS) for requirements management.
- Experience working in Agile environments, preferably SAFe Agile.
- Proficiency with Microsoft tools, including:
- MS Office
- SharePoint
- Microsoft Copilot
- Understanding of enterprise system architecture, including:
- User Interface layers
- Data layers
- Infrastructure components
- System integrations
- Familiarity with:
- Business rules engines
- Workflow orchestration tools
- Azure cloud-based solutions
- Experience working with Texas Health and Human Services Commission systems.
- Knowledge of Texas Medicaid and CHIP programs and systems.
- Experience supporting state-level Major Information Resource Projects (MIRP) reporting.
