I believe you're interested in testing babelroom with Elgg correct? -- the following applies to both the elgg and moodle plugins:
There are various options available to install Babelroom in an Elgg or Moodle environment without setting up a VM. To test this plugin you can just install the babelroom plugin in your mod folder-- you don't even have to change settings. By default it will create fully usable conferences on our free hosted server
bblr.co -- nothing further required!
Then for a little bit more privacy you may setup your own free account via
https://babelroom.com/signup/ -- then get your own API key. Enter that API key in the settings page for the plugin. That will make sure conferences are created under your own account.
Later you can run a private server if you wish, but only if you need it. The VM is mainly for people to download and run on their local machines. If you need private server on internet you can launch an on-demand instance under amazon AWS (there is an public AMI) available -- that might cost you $1-2 a day.
