We are working on something similar. An early prototype can be found at

Our current idea implementation is as follows: You hit a web page, the
server starts a C++ application using the Native API to communicate
with your browser, the application receives the video and does
whatever it needs to do with it. At the time of this writing, the
video is stored in an OGV file, but I should be pushing some code this
or next week to stream to IceCast - assuming I can figure out the FPS
issue.
