Update license of Babel software to CC-BY 4.0

Hi,

Parts of the Babel software suite are currently licensed under version 2.5 of the Creative Commons Attribution license. I'm writing to ask whether this can be upgraded to version 4.0 of the license?

Unfortunately early versions of this license had some issues which made them non-free [1] and incompatible with the GPL. This causes problems when trying to distribute free software that uses babel [2,3]. The incompatibility has been resolved as of version 4.0 [4].

Could you kindly post an update here when you do? I'm currently working on a project which relies

on the Babel suite source code, so I'd like to update the files and licenses accordingly.

Yeah, in the README and the header comments of the source files in that zip (I can send a patch if that helps). I think that should be it.

I have updated the contents of babel.zip. Sorry about the delay -- I was
out of town this past weekend.
