BIAC-1   Request form collection – (Shri Dharam Singh Rana is the process owner  and Shri. R.S. Rawat is in the process team).  The process team develops a network  of facilitators who are in the knowledge of children who may be eligible for admission to the Baalm school,  trains the facilitators to fill up the form correctly including verifications, declaration etc. as well as comments of the facilitators,  collects the forms by hand/through post, ensures that relevant information etc. are duly filled in - and if not then - completes the information through phone calls to relevant people and hands over the completed forms to the BIAC-2 team i.e. Admission Administration.

As children affected by natural tragedies are the most impacted and need prompt assistance, the team  remains aware about tragedies/accidents etc. through newspapers, media etc. and takes prompt action in times of need.

[e]Munesh Kumar:

BIAC-2   Admission Administration – (Sh. Manish Chauhan is the Process Owner) The Admission Administration begins with receiving the ‘Request for Assistance’ forms from the BIAC 1 Process owner and includes examining the forms, updating any missing information, making copies thereof, contacting the Admission Panel members and setting up Admission Panel meetings at regular intervals, facilitating an Admission Panel meeting, recording the decision(s) taken by the Admission Panel, preparing a summary of the meeting, communicating the decision(s) of the Admission Panel to the legal guardians of the children, scanning the request forms and sending the scanned version to ICC-4 Process Owner, handing over records pertaining to the children to be admitted in the Baalm School to LPC-2 process owner and communicating the advisories related to the incomplete forms to the BIAC-I process owner.

[f]Munesh Kumar:

BIAC-3 Despatch request form – (There is no process owner, Shri R.S. Rawat is in the process team)-  The process team sends out copies of request forms along with covering letter and return envelope to Principals, Village Heads,  Postmasters, Banks, Police stations etc. in the affected regions as these agencies know about the children in need.  The process team is also tracks the relief agencies, NGOs etc. working in the affected regions, finds out the relevant contact persons in them and despatches the Request for Assistance forms to them through electronic media/mail/by hand.

[g]Munesh Kumar:

BIAC-4 Coordination with local administration – (There is no process owner,  Shri R.S. Rawat is in the process team) - The process team keeps in touch with the local administration i.e. Revenue Authorities, Police  Authorities etc. in the affected region for  identification of the children in need, as well as verifications of their particulars.

CDC-1 - Accommodation development – (Shri Rajesh Chand  Shukla is the process owner).  Based on inputs related to the projected number of children to be admitted in Baalm by BIAC, the CDC-1 team plans for accommodating the children in Pucca hostels/temporary accommodation etc.  The team ensures that adequate  accommodation is ready before the children are admitted in the Baalm school.

CDC- 2  Campus Activities Planning -  (Vikas Roorkiwal is the process owner and Vishal Sharma is in the process team).  Whether children are  studying in the nearby schools or they are   studying in the Baalm School, CDC-2 team plans suitable activities for the children depending upon the place, topography and weather conditions.  The nature of activities varies according to the number of children living in the campus.  The activities are from amongst those recommended by the Curriculum Management Committee.  Necessary facilities for conducting the activities including the person responsible for conducting the activities are also identified by the process team.

[j]Munesh Kumar:

CDC-3 Campus activities development – (There is no process owner, Vikas Roorkeewal is in the process team). Based upon the activities planned by CDC-2 team, the CDC-3 team ensures that the planned activities take off in the campus.  The continuation/dropping of the activities is also monitored by the process team.

CDC-4 Campus beautification – (There is no process owner, Vikas is in the process team) -  The team finds ways and means  of making the campus beautiful and maintains it.   The waste disposal,  hygiene, flowers, landscape etc. are some of the domains of this team.  The team  involves  everyone  including the children, assigns responsibilities and suitably trains them so that the campus looks beautiful.

[l]Munesh Kumar:

CDC-5 Campus self-sufficiency –  (Mr. Vishal Sharma is the process owner and Mr. Vikas, Ms. Asha, Mr. Samir and Ms. Nirmala are in the process team).  The team prepares plans and milestones for making the campus self-sufficient - progressively in the areas of vegetables and milk, food items including nutrients therein, spices, herbs, fruits etc.  Based on climate and soil conditions, appropriate crops cycle is prepared, what is to be sown, when and in how much land? how to  extract highest productivity? who will look after  the crop? etc. are decided by the process team.   Quarterly plans are made at least 15 days before the  beginning of the quarter.  Gradually, the team is also to  focus on creating surplus for exchange in lieu of items which cannot be produced in the campus.  Further, necessary milestone for self-sufficiency in terms of energy  etc. will be created.

CMC-1 Nearby school admission – (Shri Ashok Mohan Dimri is in the process owner).  The team makes arrangements with nearby schools for admission of the children from Baalm school, ensures that  their migration from the earlier schools is as per rules, and that the  study material, uniform etc. for the children are available.

CMC-3 Health  regime planning and implementation  (Dr. Hasina is the process owner and Vishal is in the process team).  Being Healthy is one of the primary objectives of being educated.  The team ensures that the arrangements for adequate medical attention are available for the children and other inhabitants of the campus and on the other hand it finds and implements ways/food habits, exercise regimes etc. in such a manner that the medical attention is least required/minimized.

CMC-4 Extracurricular planning and implementation  - (Vikas is the process owner).  The process team ensures that the outcome of the being educated are available to the children. The team conceives  suitable activities for the same and recommends these to the CMC-2 team.

CMC-5 –Special Skills Development – (Mr. Nalini Sharda is the process owner and Vikas, Ashok Thakur and Shailndraji are in the process team).  The process team identifies the special talents/interests of the children and devises suitable activities including milestones, parameters for monitoring the progress and recommends these to the CMC-2 process team.

CMC-6  - Environmental Awareness Sensitization – (Shri R.K. Paliwal is the process owner and Mr. M.S. Bawa is in the process team).    The process team organizes suitable learning inputs/programmes and activities so that the children learn to live in harmony with nature.

CMC-7 – Social responsibility sensitization – (Shri Ravindra Badgaiyan  is the process owner and Mr. M.S. Bawa is in the process team).   The process team organizes suitable learning inputs/programmes and activities so that the children learn to live in harmony with other people within and outside the campus.

CMC-8 – Educational progress monitoring –  (Preeti Sahay is the process owner).  The process team devises ways so that the children realise their potential in academics.  The process team also tracks the progress made by the children in curricular and extra-curricular activities  and shares this information to the EFG (Emotional Financial Guardians) through GCC-4 process team.   In consultation with ICC, the team is developing suitable softwares so that growths of the children in different areas are tracked and the same is available to the emotional financial guardian.   Suitable  red-flags are identified/early warning systems are devised and implemented.  Based on these, remedial preemptive actions are recommended to CMC/GCC.

[u]Munesh Kumar:

ICC-1 Social Media Engagements  - (This process is renamed from SMC to SME to distinguish it from support mobilization committee. Shri Manish Chauhan  was the process owner.  However, since he has   taken up process ownership of BIAC-2, he is now a process hand in this process team.   Others in the process team are  Abhinav Tandon and Madhavi Shree).  With the objective of expanding the reach about the initiative through social media, the Process Team develops strategies for the same, designs actions to be taken and takes those actions.  The present structure is a page and group on facebook.  (Appropriate suitable structure for Linked-in, twitter etc. are being devised.)  The process  team expands and maintains these  structures- the queries raised therein by people are answered,  inappropriate matters are not allowed to be posted on these platforms.   The process  team also encourages people associated with Baalm school (by suggesting specific actions to be taken) to expand the reach on these  platforms.

[v]Munesh Kumar:

ICC-2 – Print  media coordination – (Ms. Madhavi Shree is the process owner).    Requests received for interviews etc. in print media are  forwarded to the ICC-2   process owner who decides whether the request is to be  entertained or not and if it is to be entertained then, ensures that the content therein is complete and accurate.   No one other than the print media coordination team gives any inputs/interviews etc. to any print media.

[w]Munesh Kumar:

ICC-3 – Internal communication -  (Pravin Kant Sharma is the process owner).  The process team facilitates communication by devising efficient interaction platforms and structures within and amongst different committees , between process owners for receiving or giving inputs or for coordination, within process teams  etc. after identifying their internal communication needs.  The  internal communications needs with regard to interaction between guardians and children, for teaching children through remote locations etc. are also catered.

ICC-4 – Data collection and distribution – (Mr. M.S. Baba is the process owner)-  The process team devises suitable structures for creating appropriate data bases and periodically updates them in respect of data related requirements relating to admissions, offers for assistance, choice of guardianships, assignment of  guardianship of children, Details and progress  - educational and others- of children, administrative data, timeline data etc.   The team interacts with other process owners, baton holders etc. to  identify their  data related requirements and devises suitable methods for meeting it.

[y]Munesh Kumar:

ICC -5 – Campus communication maintenance – (There is no process owner).  The team is to ensure that communication equipments and communication  facilities at Sabka Ghar are in a functional state before meetings are held at Sabkaghar, and for communication of children with others.  Before any meeting/event/activity/requirement, the team  tests  the facilities and put them in order.

ICC – 6 – Meeting organizer – (There is no process owner)  The process team schedules the Four-monthly calendar at least a month in advance, sends out suitable communications to the people who are to participate in the calendar events,  Ensures that appropriate audio, video hubs are set up  for the meetings and appropriate  agenda for the meeting is compiled.   The process team also sets up meetings for interaction with children by the guardians, remote locations teachers, visitors to Sabkaghar and decides the time, timing, duration and identifies the meeting coordinator for meetings held in person or through internet.  The process team also facilitates committee meetings.  The team also ensures that appropriate process owners/Baton holders etc. are present or represented in the meetings.  (The minutes of the meeting are not to be prepared by the process team, they are prepared by the meeting coordinator.)

[aa]Munesh Kumar:

ICC – 7 –Audio visual media coordination– (There is no process owner, Ms. Madhavi Shree is in the process team).  No one other than AV Media Coordination team or the person authorised by the process owner gives any interviews or invites any channel for any event.  Any such request is forwarded to the process owner.  The process owner takes a decision about the extent of interaction and exposure to be given to media including nominating the person who will represent Baalam before such media for such purpose.

[ab]Munesh Kumar:

GCC – 1 Responding to offer for assistance.  (There is no process owner, Smita Gupta is in the process team)  The process team monitors the online responses, designs and upgrades the online 'offer for assistance form', ensures that the offers for assistance forms received in hard copies are fed into the data base, sends out suitable replies to offers received, interacts with the offerer to convert the offer into a commitment and communicates such commitment to the relevant process owner for further follow up.

[ac]Munesh Kumar:

GCC-2 Approving guardianship.  (The status of the process owner and process team is in the process of being finalized)  The process team identifies suitable persons for Guardianship Approval Panel, interacts with them, sets up and facilitates the guardianship approval panel meetings and communicates the decisions taken therein to the relevant process owners.

GCC-3  At site coordination  (There is no process owner yet)  The  process team ensures that the children who are recommended by the Admission Panel to be supported at the places where they are living and guardianship of whom have been assigned by the Guardianship Approval Panel, get what has been promised to them. The process team keeps in touch with the children and the guardians, identifies if some lapses have occurred or likely to occur and takes pre-emptive remedial actions.  For workability, it is laid down that each process team member has not more than 20 children and  their guardians to interact  with.

GCC-4 – Baalam  School  Guardianship Coordination  (There is no process owner, Ms.  Madhavi Shree is in the process team) The process team facilitates and promotes interaction of children admitted in the Baalm with their guardians, ensures that the support promised to the children is available continuously, coordinates guardian's visits to the schools and children visits to the guardian, children visits to their original place, identifies special requirements of children, makes available the progress in respect of the child to the guardian, and ensures that the bonding between them grows.   For workability, it  is laid down that each process team member has not more than 20 children and  their guardians to interact  with.

[ag]Munesh Kumar:

GCC 5 –Breakdown  handling (Shishir Saini is the process owner).    The ambit of the process is not confined to the GCC alone, it pertains to any breakdown occurring in any other committee or process. Any breakdown occurring anywhere is reported to this process team which takes initiative, finds remedial measures and ensures that the breakdown is  handled appropriately.

GCC-6 – Infant care – (Ms. Vijay Lakshmi is the Process Owner.  Darshika and Mr. R.S. Rawat are in the process team)   The process team is to create competencies for the school to be able to admit children below 5 years of age. The team is also to ensure continuity so that the  infants are well taken care of.    Upon availability of such competency the age related  admission criteria for Baalam school may be revised downwards.   The process team is to work in close coordination with CDC and CMC.

[ai]Munesh Kumar:

GCC-7  -Interaction with other NGOs (There is no process owner yet)    There are several voluntary organizations etc. who have worked/are working in related fields.  They have thus accumulated certain experience and expertise in some aspects of the areas in which Baalam is operating.  It makes sense to learn from their experiences.  The  process team identifies such NGOs etc, examine their motives,  creditability and  practices and keeps in touch with the  appropriate ones.  Any doubts coming up in any process/ committee about anything are  referred to this process team.  The process team then interacts with other  NGOs, finds out suitable solutions consistent with the guiding principles of Baalam and recommends the solution to relevant process owner/Baton Holder. The process team also mobilizes inputs and support from other NGOs to the extent that it does not contradict the guiding principles of Baalm.

LPC-1 Identifying Legal Requirements (There is no Process owner) pertaining any area of Baalm’s activity, the LPC 1 process owner identifies the requirements of local, state, national and international laws to be complied with and rules to be followed, discusses these with the concerned process owne, finalises the steps to be taken and informs the same to the LPC 2 Process Owner.

LPC-2 Ensuring Legal Compliance (There is no Process owner) Based on the inputs by LPC 1 Process Team, the LPC 2 Process owner finds the necessary details, the steps to be taken, the authorities with whom to comply, the time frame available etc., finds the best way to comply with the law and ensures that all the necessary work is done in time.

LPC-3 Documents standardization (Hitesh Joshi is the process owner)   Any process  which involves  execution of legal  documents refers the matter for developing standard legal format of such documents to this process team.  The process team ensures that the standard  document is in accordance with the law and adequate for the purpose.

LPC 5 -  Documentation (There is no process owner )  The process team is the custodian of executed legal documents.  The process owner is to ensure that the executed documents   are kept in safe custody and are duly catalogued and easily retrievable whenever required

SMC-1 New support channel identification (There is no process owner)  Support for Baalm is required in terms of offers for guardianship, funds for infrastructure/ Kitchen expenses, owners/hands for different processes, identification of children in need, knowledge of workable practices etc.  The process team constantly looks for, identifies potential channels for such support, interacts with different networks, organizations, individuals, institutions and link up the appropriate process owner with the identified new channel for obtaining the support to the extent that such support does not violate the guiding principles of Baalm.

SMC-2 – Updating Presentation (There is no process owner) Baalm is dynamically growing.  The presentations about Baalm are periodically updated for making presentation  whenever there is an opportunity for the same, for sending by mail and also for placing on the internet  for people to view.  The process team also generates customized presentations for specific needs if SMC-1, SMC-3 or any other process teams so require.  The updated presentation are uploaded on the internet at appropriate locations.

SMC-3  Making presentation (There is no process owner, Ms. Aruna and Ms. Stuti are in the process team).  The process team ensures that the presentations about Baalam wherever made are effective and produce the desired results.  The process team stays updated about the latest presentation. Any other process owner who requires a presentation  to be made anywhere,  gets in touch with this process team and schedules the time for presentation in accordance with the process team's convenience.

SMC-4  IITD Alumni Association Coordination  (Sanjay Gadhalay  is the Process Owner.).  The genesis of Baalm lies in the background of keenness expressed and  support extended by the IIT Delhi Alumni Association through its Executive Committee.    The matters related to Baalm are on regular agenda of the Executive Committee’s monthly meeting on last Friday of every month as part of Association's Society Outreach Programme.  After detailed deliberations, the Executive  Committee has decided to provide all possible support for Baalm.  The  Association has also  opened a dedicated bank account for Uttarkhand Relief.  Several other steps have also been decided for  supporting Baalm.  The process team is present in person or through  audio link during the monthly  Executive Committee meetings and any other sub-committees meetings that are scheduled, updates the  Executive Committee on  Baalm progress, decides the further actions/steps to be taken in consultation with the  Executive Committee, draws an implementation  schedule and ensure that the plans are executed.  The  team also looks for  opportunities through Alumni events etc. to garner/obtain the support required for Baalm and utilises these opportunities by making suitable interventions.

SMC-5  Institution building (Munesh Kumar is the  process owner and Manoj Rawat is in the process team).  Baalm is not a just one project  but an  initiative in which several  projects will come up with passage of time.  The process team builds processes  so that the activities of the initiatives replicate themselves.  The process team assesses current capacity of the  initiative, explores newer ways and  opportunities for expansion, smoothening and replication of the activity and places the proposals at the suitable platform for decision making. Any suggestions regarding breaking up of the processes, defining the processes, introducing new processes, documentation in respect of processes, defining interaction methodology of a  process team with other process teams etc. are made to this process team which weigh  the  opportunities and difficulties, conceives the suitable solution and puts the proposal for decision making.

SMC-7  Promises' Tracking (Sanjeev Gupta is the process owner,  Ms. Stuti is in the process team).  Promises made by different individuals through online offer for assistance form, hard copies of assistance form/verbally are kept in existence in an online data base.  This data is restructured timeline-wise in a manner that it becomes actionable.  The process team ensures that people who make promises keep their promises in time.

SMC – 8  Budget allocation (There is no process owner) PIVOT coordinators/ committee Baton holders/ Nodes/ Process owners require funds for reimbursement  of expenditure etc.  The requirements are placed before this process team which allocates funds  according to the  availability and priorities.

SMC – 9  Technology and Automation (Shri Abhinav Tandon is the process owner)  Application of suitable technology in specific areas bring in  efficiency and cuts efforts and costs.  Any process team which faces difficulties in carrying out the process and needs suitable technology to be adopted consults this process team.  This process team finds appropriate solutions for implementation of suitable technology and automating the process to the extent possible.

SMC 10 – Accounting (There is no process owner, Ms. Smita Gupta is in the process team)  The expenditure incurred by/through PIVOT Coordinator, Baton Holders, Nodes, Process Owners are submitted to this process team which consolidates the accounts so as to maintain transparency.

SMC-11 Auditing (There is no process owner).  The process team audits the accounts prepared by SMC-10 to ensure that the expenditure is  judiciously done and is in accordance with the prevailing laws.  The team also audits the accounts of  PIVOT Coordinators/ Nodes etc.

SMC 12  Scheduling visits to schools – (There is no process owner)Anyone want to visit Sabkaghar for whatever purpose informs this process team.  The process team interacts with them and schedules the visits keeping in mind that there is no sudden pressure on the  infrastructure there, that the timing of the visit  is appropriate, that the visits are fruitful and forward the  interest  of children etc.  The process team maintains a roster of visitors and informs the CDC about the visiting people.  The process team also facilitates coordination between visitors bringing them together for travel and logistics.
