Oh MY GOD!!! I have the same problem, and I don't know where to find a
solution. This is very annoying, I think I'll reinstall the operating
system after having re-formatted my drive, if I'll not find any
workaround.

Okay guys
A possible cause is that either you or another program has disabled the
screen saver. To fix this, use regedit and check that:
HKEY_CURRENT_USER\Control Panel\Desktop\ScreenSaveActive is set to 1

I am having the same problem and Hkey\currentuser\screenactive is set
to 1 what next?
Make sure that your screen saver is in the C:\WINDOWS directory, then
it will show on your list of screen savers.

With windows 95/NT it's no longer necessary to ensure that a screen saver
file sits in the windows system directory. Locate the screen saver you
want, right-click and select the install menu item. This will place all
screensavers in this directory into display properties dialog. This is the
technique Microsoft use for their theme packs, which allows them to keep
screensavers associated with different themes in separate directories.
