When the left turn arrow comes on, but the motorist ahead of you keeps
her head bent forward and doesn't move, what's the best way to apprise
her of the changed light?

If further detail helps, the car's license plate frame indicated she
was a proud alumna of Cal Poly SLO.

Is it my imagination, or are women in their twenties (or younger) the one's
most likely to text while driving?

I rarely see men or other women texting while driving, just these
twenty-something or younger women.

I find this a bit interesting, because outside of driving it appears to me
that both men and women (especially those in their 30s or younger) tend to
spend the same amount of time texting. It's just that young women appear
not to be able to refrain from it while they're driving a vehicle.

Just a polite *short* honk on your horn. Just as is the case for anyone who
doesn't start going forward in a timely manner when their light turns green.

Maybe young women are worse at self-evaluating how good they are at
multitasking.

And maybe it varies:
http://www.dailymail.co.uk/sciencetech/article-2223137/Men-ARE-better-multitasking-women-Swedish-researchers-claim.html

Or maybe you tend to look more at young women. I know I do. "How
does she afford that Mercedes?"

Maybe when I'm *not* driving, I do. ;)

But when I'm driving, I tend to notice more those drivers that impede by
travel. At stop lights, it's often young women who are texting.

This is where a Kleinn diesel air horn comes in handy. Scare the hell out
of her!

Not to be sexist here, but it appears that women in general insist on
texting and talking about every little thing whereas men are content to talk
only when necessary. Think about this: How many women are on the phone
trying to reach their boyfriends throughout the day? How many men are on
the phone trying to reach their girlfriends?

I like that. When a person is indulging in egregious rudeness they've
forfeited their right to courteous treatment. This is why we can tell
telemarketers to fsck off.

Obviously the only polite thing to do is to walk up beside the driver's
side window, then tap on that window wioth your Phi Beta Kappa key......

She could be looking at the map on her smart phone.

Nah...

Most vehicle horns these days are pretty wimpy.

I suggest installing an air horn such as this one:

=v= Do you actually know what the word "sexist" means? Because,
you know, the second half of your sentence -- the part right
after "Not to be sexist here" -- is 100% pure unmitigated sheer
sexist overgeneralization.

=v= You could actually use a web engine to look this up, rather
than just typing subjective (and sexist) anecdotes, though you'd
probably find many repetitions of a debunked study cited by two
authors who have profited greatly by publishing books that cater
to people who already believe in sexist tropes. But in actual
serious scientific literature the findings are overwhelmingly
that men and women in the United States talk roughly the same
amount. What's more, those findings have been pretty consistent
for the last three generations, so there's really no rational
basis for spreading sexist nonsense.

Considering that my mother was a feminist union activist with the United
Food & Commercial Workers union local 870 and gained equal pay and
conditions for female workers at Safeway and other unionized stores and food
processors, yes I do know what the word "sexist" is.

=v= Then why write sexist generalizations that have been disproven
over and over again?

Some things are disproven, some sexist generalizations have a kernel
of truth. My wife is a feminist (and her mother even more so, at a
time when it was groundbreaking), yet she'll yack on the phone for
hours, and make me fix all the tech stuff. It's ok, people don't need
to be doctrinaire about it, it's bad to not be able to describe the
reality (AKA being PC).
