This strikes me as less an ISP problem (as confirmed empirically by your
test of two ISPs) and more a client-side issue. I'd recommend using a
dedicated email client program a la Eudora Pro if you are doing serious
emailing with large attachments.
Do-All programs like Netscape tend to wind up being Do-Mediocre - use a
client program that is dedicated to the task at hand, and I think you'll
have better luck.

Ann, for file transfer, consider using a file transfer protocol instead.
FTP is about 30% faster for both you and the recipient (no 7 bit encoding)
and is more reliable. Ask your correspondent to setup an incoming directory
with their ISP, and drop things there.

I just signed up for a free trial of Earthlink and I have the same problem. Earthlink's documentation even
suggests limiting file attachments to 64K, for both Netscape and Internet Explorer (which I have not used). I
have sent attached files over 500K in the past. I can't think of anything I've changed on my computer which
would affect this. PacBell tech support has mentioned several possibilities to try but nothing has proven
useful.
