Pac Bell could conceivably block PPTP, but I don't think they would have to do
anything special to their network to support it.
FWIW, I have no trouble using Pac Bell DSL and IPSec to connect to my employer's
network.

Well, they have to allow IP, and not just think in terms of
ICMP,TCP,UDP. PPTP (and, for that matter, IPsec) use their own
protocols in the IP suite, they aren't TCP or UDP or ICMP. For those
who care,
ICMP 1
TCP 7
UDP 17
EGP 47 (used by PPTP)
ESP 50 (used by IPsec)
AH 51 (used by IPsec)
most of the others are mainly only of interest to routers.
