Our network people at work have set up VPN for access to the Novell network
and to corporate email, killing my SMTP access. As an old-time subscriber to
PacBell's DSL, I have a static IP address that is known to the corporate
firewall. I set up VPN on my home computer (Win98 SE) but cannot seem to
connect to the VPN. Network Services says that it "should" work as long as
PacBell Internet supports PPTP protocol. Rather than ask a tech, I was
wondering if anyone more knowledgeable could shed some light on this.

Pac Bell could conceivably block PPTP, but I don't think they would have to do
anything special to their network to support it.

FWIW, I have no trouble using Pac Bell DSL and IPSec to connect to my employer's
network.

Well, they have to allow IP, and not just think in terms of
ICMP,TCP,UDP. PPTP (and, for that matter, IPsec) use their own
protocols in the IP suite, they aren't TCP or UDP or ICMP. For those
who care,

ICMP 1
TCP 7
UDP 17
EGP 47 (used by PPTP)
ESP 50 (used by IPsec)
AH 51 (used by IPsec)

most of the others are mainly only of interest to routers.
