Yes, there are a couple of things we tell the customer to cut down on
problems.
1. Get the installer's name when he comes, so your ISP can follow up
later with a supervisor.
2. IF there is a problem, contact your ISP directly and tell them
about what is going on. Let/make them do the legwork. They'll have
more pull with Pac Bell than you do individually, and they have access
to the order processing system.
3. If the job's not done when the installer wants to leave, contact
your ISP immediately before the installer leaves and let the installer
explain to your ISP rep exactly what the problem is and how it will
get fixed.
4. Get all the setup parameters from your ISP in writing before the
installer gets there, so you have a reference.
To summarize, it's the ISPs job to get it done, and the installer most
likely wants to move on to a non-problem account if yours is a
problem, don't let him do that.
This all assumes that your ISP is actually interested in getting the
job completed.

While I'm no fan of PacHell DSL, if you have chosen them I think
Tom's advice is good. (and applies to any DSL install, really.)
Since with DSL more of the responsibility lies with the ISP
than in the old modem days, it is critically important that
they have the staffing, training and quality attitude to
ensure the service works as expected.

i've had dsl for 8 months or so. my installation took 20 minutes and
i've had maybe 20 minutes of total downtime since the install.
perhaps i'm just lucky, or maybe it's just the unlucky ones that do
all the posting?

Or perhaps you're a casual/light/undemanding user of the service that
doesn't notice when packet loss is high, servers are overloaded, etc.

1. I no more insulted his intelligence than he did that of others.
2. Had you bothered to actually check (as I did) before making your
accusation, you would have noticed that he is posting from and through
PacBell Internet, not some other ISP.
