You can't block an IP address in the HOSTS file.
Just to make sure I just tried it. I put
127.0.0.1 74.125.225.17 (which is Google)
Then I went to http://74.125.225.17 without a problem.
Someone will now likely tell me I'm full of shit.
I have never convinced my bank that they are wrong about anything either!

For Windows you probably need a third-party firewall product. For any
Unix-based system (including Mac) iptables works fine.
