Yes, that's still a problem. The solution to this problem is ongoing,
and unfortunately at this point, will be political rather than
technical. I hope to see the political solution implemented sometime
over the next few months.

Well, it took a while (about a year-and-a-half), but Google Groups has
finally added ba.broadcast.moderated. It is available at:
http://groups.google.com/group/ba.broadcast.moderated/topics
for reading, and posting if you have a registered Google Groups account.
This successful outcome was likely a result of one or more of the
following:
- Changing the ba.* hierarchy maintainer and key to those that would
be properly recognized by news sites:
http://www.panix.com/~babm/ba/
- Registering this new maintainer and key in the master control file
maintained by Russ Allbery and periodically downloaded by news
sites:
ftp://ftp.isc.org/pub/usenet/CONFIG/control.ctl
- Sending out signed checkgroup messages, that included
ba.broadcast.moderated, to the control newsgroup quarterly. The
latest one was posted March 22, 2011, with a Message-ID of:
<13007754...@panix.com>
- Making, and requesting of others, customer service feedback requests
to Google to add the newsgroup, usually after each quarterly
checkgroup message was posted, at the following link:
http://groups.google.com/support/bin/request.py?contact_type=groups_feedback
- Encouraging crossposts between ba.broadcast and
ba.broadcast.moderated in order to exceed an article-count threshold
(that Google Groups is rumored to consider when creating a newsgroup
at their site).
So, changing a newsgroup hierarchy maintainer, or getting a newsgroup
created at news sites like Google Groups, is not impossible, but clearly
sometimes takes some long-term strategy and concerted effort.
