4-Letter K Callsigns in Maritime Service

Just for ducks and because I'm idle at the moment I decided to check
on the 4-letter callsigns that are not used currently in the broadcast
service. There were more than I anticipated, I think 122 or so. Some
are calls I recognize from past stations (KMUS, KRCT, and I think
KXIF). Do I understand correctly that broadcasters get first dibs or
do they have to buy the callsigns from the ships or what?

The origin of the call letters for KPIX ch5 was a ship up in the
Seattle area. They cut a deal

Are the ship station licenses current? If so, the call sign is
unavailable, period. If the ship station licensee turns the license
in or fails to renew, it becomes available for re-issue, first come
first serve after a specific waiting period.

Is that what you meant?

Um mm...true, there are far more US-licensed broadcast stations than
ship stations in US registry, but the International Radio Regs specify
the four-letter format for ship stations but are silent on the format
for broadcast stations, leaving it up to each Administration to craft
a format that (a) does not fall into any of the "specified"
non-broadcast call sign formats, and (b) conform to the call sign
blocks assigned to each ITU Member by those same Regulations.
