Speaking of BOT and its variants.... how do we choose the appropriate/best type?

As joylynn also pointed out, bot schemes may change even midway of the evaluation.  What could be the triggers to necessitate such a change?

I came across the materials we used in the Regional Workshop on Private Sector Participation (PSP) in Asian Railways (Gina and Cali were there too) last June 2006.  Just want to emphasize the concept of having different degrees of private sector participation in government projects - what I heard Gina once called the "spectrum of PSP."  (pls see attachments).

What's my point for sharing this? (pa-cute.. di joke lang) eto..

1)  Let's follow RGT's comment in the last BOT Group meeting to use the term PPP (Public-Private Participation) instead of "BOT" to pertain to all projects with private sector participation.  It's the more proper term kasi.

2)  If we are looking for live projects to work on in our mentoring program, we might know of projects that are not necessarily "BOT" but has private sector participation.  For example, Joint Venture set-up of Skyway Stage 2 is not  a BOT project but if you look at the PSP spectrum Joint Venture is one of the types/varieties of PSP so baka pwede sya isama sa live projects.  (ewan. suggestion and example lang yan. baka kasi may ibang idea yung mga boss.  anyway, magtatanong tanong muna ako)  Actually, the Line 1 South Extension old proposal was a joint venture also which now became a mixed BOT-GOP undertaking so okay sya talaga for case study para ma-compare.

Di yan naturo sa atin ano?  Pero one component of the manual would be the Selection of PSP Projects so sana dun sya papasok.  Tama ba?

Thanks Gina!  I guess this should be considered in our instructions manual and at the same time sa pagdevelop ng BOT framework.

Btw, MO 266 provides the guidelines for JV, but it doesn't specifically mention NEDA and its role in it.

Joy, I am so delighted with your enthusiasm.  At serious ka nga!

Au, thanks much for the bot e-group (with sir wally).  Comment lang: bakit nga ba b_bot?  Taking off from Joy's comments below, may I suggest that we change the group email name into something like "PPP" or "PPP Trainees" para mas official/professional pakinggan?  Just a suggestion =)

By the way, meron tayong Discussion Room na tinatawag na NEDA-Project Development Evaluation Manual (try checking it) which was created in 2004.  That was also the time when the more experienced NEDA Study Team Members (Erick, Carmina, Em, Ding, AmyC etc.) coined the term "Project Evaluation Systems Improvement or PESI".   This Room was created as a result of the 2004 NEDA Study Team review of Volumes 1 and 2 of the PDEM and in preparation for the Investment Appraisal Course.  If this discussion room is not restricted, meaning all NEDAns can access, and if the rest of the Group agrees, maybe we can make use of this for posting materials.  In that way, the same are preserved for future use.

Emong, in line with Joy's query no. 2, do you have updates on what the NEDA's role will be for joint venture projects?  Maybe we can be guided by the bounds of what NEDA is presently or prospectively required to do.

Coy, I tried asking your question once from one of our bosses pero ang sabi, call daw ng agency kung ano ang best variant that it will accept for a proposal.  That was also raised during the pre-forum for National Legal Forum on Infrastructure Projects and the next step was this:

In other words, this is a work in progress.  Yun pa lang.

Cali, in that case, baka pwede nating isama sa mentoring program ito - how to guide agencies in determining the most legally and technically tenable PPP arrangement for infrastructure projects?
