Do you mean visual observatory? Gauribidanur is possibly the closest
observatory to Bangalore and its a radio observatory. It has decent
skies, but you will need to ask them if they let you observe.

If you want to observe using observatory equipment I am afraid thats not
possible unless you have a viable science project for them to fund you
with some observing time.

Kavalur or Vainu Bappu Observatory would be the nearest professional observatory to Bangalore in the optical wavelength. If you want radio, then Gauribidanur.

Pankaj and Vaishali : Please note, this is a central government property (IIAP), which means there are several protocols for using a national facility. In the professional world, astronomers dont look through the eyepiece, because thats just not scientific work. So you cannot simply go to an Observatory and "peek" through the telescope, because thats the amateur style of astronomy. No doubt in other countries since the system of public awareness and education is far evolved, such facilities are made accessible to common crowd, and on public days visitors can "look" through large telescopes, for a fair entry fee.

Kavalur is open for public visitation on all Saturdays after 3pm. At around 5pm they will demonstrate the functioning of the largest telescope in Asia; its 2.3-metre. At 6pm you will have observation through a 6-inch public telescope. I am only talking about simply sight-seeing the largest telescopes and NOT of using them.

BAS has had many star parties in the campus of Kavalur, however, even we are not allowed to enter the telescope facility in other times. The main telescopes can only be used by their scientists, research students. If you are an amateur, you have to be extremely experienced and do something of scientific merit for them to accept your proposal and give you telescope time. Hope this gives considerable insight into the matter.
