RE: ATC licensure and billing - We already fought the ATC's here, this is part of a national campaign to get ATC practice acts passed across America. Arizona always seems to be in the test group for passing legislation to establish/recognize new professions and ATSU ATC program featured prominently in promoting the Bill. The MD's were all for it as well as an ATC is under the supervision (and billing) of an MD, etc. Their model practice act reads very similarly to a PT practice act.
The massage therapy act does as well, by the way, but LMT's do not generally incorporate the majority of that scope into their day to day practice. The MD/ATC role is the POPT that would not be subject to a POPT law, so they go hand in hand. Not sure what evidence could be presented to disallow that arrangement. The individuals involved were well-aware of the intended direct competition with PT Private Practice.
